BYE-LAWS AND REGULATIONS

OF THE

UNIVERSITY OF MADRAS.

1. THE SENATE.

1. The Senate shall meet ordinarily once a year in the month of April, and at other times when convened by the Vice-Chancellor.

2. The Vice-Chancellor, or, in his absence, the senior Fellow, according to date of appointment, shall convene a Meeting of the Senate on the requisition of any six of the Fellows.

3. Nine Fellows shall constitute a quorum, and all questions shall be decided by a majority of the votes of the Fellows present.

4. The Vice-Chancellor, in the absence of the Chancellor, shall preside at Meetings of the Senate, or, if the Vice-Chancellor be not present, a Chairman for the occasion shall be elected by the Fellows present. If the votes including that of the Chairman are equally divided, the Chairman shall have a casting vote.

II. THE FACULTIES.

5. The Senate shall be divided into four Faculties, namely, Arts, Law, Medicine, and Engineering: every Fellow shall belong to one Faculty at least, and any Fellow may belong to more than one Faculty.

6. The Faculties shall be appointed by the Senate at its Annual Meeting in April.

7. Each Faculty shall elect its own President at the Annual Meeting in April. Every Meeting of a Faculty shall be convened by its President, or, in his absence, by the senior Fellow belonging to that Faculty according to date of appointment.

8. If any Faculty omit to elect a President within one month after its appointment or after a vacancy occurs, the Vice-Chancellor may appoint any Fellow of such Faculty to be its President.

9. At all Meetings of a Faculty the President shall take the Chair, but in case of his absence the Fellows present shall appoint a Chairman. If the votes including that of the Chairman are equally divided, the Chairman shall have a casting vote.

10. Three Fellows of any Faculty shall constitute a quorum of that Faculty.

III. THE SYNDICATE.

11. The executive government of the University will be vested in a Syndicate, consisting of the Vice-Chancellor and eight of the Fellows, who shall be elected for one year by the several Faculties, at the Annual Meeting of the Senate, in April, in the following proportions :

Five by the Faculty of Arts.

One by the Faculty of Law.
One by the Faculty of Medicine.

One by the Faculty of Engineering.

12. No Fellow shall be eligible as a Member of the Syndicate who is not resident in or near Madras ; and any Member of the Syndicate who shall have been absent from the town of Madras, for a period of more than three months, or shall have quitted the town of Madras with the inten

tion of being absent for more than three months, may be declared by the Syndicate to have vacated his seat.

13. In the event of a vacancy occurring in the Syndicate, a new Member shall forthwith be elected by the Faculty for the remainder of the current year.

14. If any Faculty omit to elect a Member of the Syndicate within one month after a vacancy occurs, the ViceChancellor shall appoint one from among the Members of that Faculty.

15. The Syndicate shall meet ordinarily in the first week of every alternate month, or at other times when convened by the Vice-Chancellor, or, in his absence, by the senior Member of the Syndicate according to date of election.

16. Three Members of the Syndicate shall constitute a quorum, and all questions shall be decided by a majority of the votes of the Members present.

17. The Vice-Chancellor shall preside at Meetings of the Syndicate; but, in case of his absence, the Members present shall appoint a Chairman, for the occasion, and, if the votes, including that of the Chairman, are equally divided, the Chairman shall have a casting vote.

18. It shall be the duty of the Syndicate to appoint and to remove the Examiners and all other Officers of the University, except the Registrar; to regulate examinations; to recommend for Degrees, Honors, and Rewards; to keep the accounts of the University; and to correspond on the business of the University with the Government and all other authorities and persons.

19. The Syndicate shall be empowered to appoint during the current year, until the Annual Meeting of the Senate in April, any Fellow recently appointed, to any one or more of the Faculties.

20. The Syndicate shall be empowered to frame such Bye-laws as may, from time to time, be necessary, and to submit them to the Senate for confirmation.

21. The Syndicate shall be empowered to refer any subject to a Faculty for consideration, and to call upon it for a report thereupon.

22. No question shall be brought under the consideration of the Senate which has not first been submitted to the Syndicate.

23. Any Faculty or Fellow shall be at liberty to submit any question to the Syndicate for its consideration, and subsequently to bring before the Senate the decision of the Syndicate thereupon, with a view to its modification or annulment.

24. It shall be in the power of the Syndicate, under special circumstances, to dispense with a strict compliance with the Bye-laws, so far as they regulate the time, place and manner of any examination and the interval to elapse between one examination and another, provided that the Resolution passed in every such case shall be reported to the Senate at its next Meeting with a full statement of the special grounds upon which the Syndicate acted.

IV. THE REGISTRAR.

25. The Registrar shall be appointed by the Senate. 26. The tenure of the office of Registrar shall be limited to two years, but the same individual shall be eligible for re-election.

27. In the event of a vacancy occurring in the office of Registrar, a special Meeting of the Senate, if necessary, shall be convened for the purpose of appointing a Registrar and in the meanwhile the Syndicate may appoint a Registrar pro tempore.

28. The Registrar shall be the custodian of the Records, Library, Common Seal, and such other property of the University as the Syndicate shall commit to his charge.

29. The Registrar shall conduct the duties of his office under the instructions of the Syndicate.

30. It shall be the duty of the Registrar to give notice of Meetings of the Senate, Syndicate, and Faculties, to the respective Members thereof, and to keep a record of the proceedings of all such Meetings.

31. The Registrar shall give not less than five days' notice of a Meeting of the Senate, and three days' notice of a Meeting of the Syndicate or of a Faculty, to each Member thereof.

32. The Registrar shall circulate, together with the notice of any Meeting, the subjects to be considered, and any papers connected therewith which have to be laid before such Meeting. He shall further, within four days after every Meeting of the Senate or Syndicate, circulate to such Members as were present, a draft of the Minutes of such Meeting for confirmation, and the Minutes so confirmed shall be attested by the Vice-Chancellor or Chair

man.

V. EXAMINATIONS AND DEGREES.
I.-MATRICULATION EXAMINATION.

33. A Matriculation Examination shall be held in Madras once a year, commencing on the 15th day of December, unless that day falls on a Sunday, in which case it shall be held on the Monday following. Candidates may also be examined at other places appointed by the Syndi

cate.
