Read The Minute dated the 10th of December 1851 whereby it is provided that pecuniary grants may be allowed "to Training Schools under inspection for the purchase of Books and Maps at the rate of Ten Shillings per student; the applicants in every such instance contributing Twenty Shillings to meet Their Lordships' grants."

Resolved-That it is expedient to extend this provision to Schoolmasters' Associations, in respect of the number of enrolled members, under the following additional regulations : 1. The application to be transmitted through Her Majesty's Inspector of Schools in the district where the Association is formed; to be recommended by him; and to be accompanied by a complete copy of the rules of the Association (including lists of its officers and members) for approval by Their Lordships.

2. No grant to be claimed in respect of any member who shall not have paid his subscription for the current year, or who shall not be employed in a school liable to inspection by Her Majesty's Inspectors.

3. The proportionate sum to be raised by the applicants, to meet every grant of Ten Shillings by the Committee of Council, to be Ten Shillings, instead of Twenty Shillings. 4. Books and Maps obtained under this Minute are not to become the property (whether by resale or otherwise) of individual Members, but must continue to belong to the Association.

Read-The suspended Minute* of the 12th of June 1852, relative to the Management Clauses in the Trust Deeds of Church of England Schools.

THEIR Lordships having had under their consideration various representations from promoters of Church of England Schools, objecting to portions of the Management Clauses as settled in pursuance of the Minute of the Committee of Council on Education, dated 28 June 1847, and of the subsequent correspondence between the Committee of Council and the Committee of the National Society for promoting

Resolved-To cancel that Minute, and, in lieu thereof, to provide-That it shall be optional with the promoters of such schools, in applying for aid from the Parliamentary grant towards the cost of the buildings, to adopt the following paragraphs in the clauses A, B, C, and D, either as they stand at present, or with the alterations shown in the margin.

"And in case any difference shall arise between the minister or curate and the Committee of Management herein-before mentioned respecting the prayers to be used in the school not being the Sunday-school or the religious instruction of the scholars attending the same or any regulations connected therewith or the exclusion of any book the use of which in the school may be objected to on religious grounds or the dismissal of any teacher from the school on account of his or her defective or unsound instruction of the children in religion the minister or curate or any member of the said Committee may cause

the Education of the Poor in the principles of the Established Church throughout England and Wales,

"And in case any difference shall arise between the minister or curate and the Committee of Management hereinbefore mentioned respecting the prayers to be used in the school not being the Sunday-school or the religious instruction of the scholars attending the same or any regulations connected therewith or the exclusion of any book the use of which in the school may be objected to on* religious grounds or the dismissal of any teacher from the school on account of his or her defective or unsound instruction of the children in religion the minister or curate or any member of the said Committee may cause a written statement of the matter in difference to be laid before the Bishop of the diocese within which the said school shall be situated a copy thereof having been previously communicated to the said Committee or minister or curate if they or he shall not have been parties or privy to the making of the statement respectively and the Bishop may inquire concerning and determine the matter in difference and the deci sion of the Bishop in writing under his hand thereon when laid before the said Committee shall be final and conclusive in the matter And the Committee of Management for the time being is nereby expressly required to take all such measures as may be necessary for immediately carrying the said decision into complete effect in case any difference other than and except such difference as last described shall arise in the Committee of Management the minority thereof (being not fewer in number than one-third of the whole of the Committee) may make request in writing to the Lord President of Her Majesty's Most Honorable Privy Council for the time being and to the Bishop of the diocese wherein the said school shall be situated and thereupon the said Lord President may nominate one of the Inspectors of Schools appointed as aforesaid to be an arbitrator in the matter in difference; and the said Bishop may nominate one of the beneficed clergymen of the said diocese to be another arbitrator in the same matter And the said arbitrators so nominated as aforesaid shall jointly select one of Her Majesty's justices of the peace being a lay member of the Church of England as another arbitrator And in case they shall not jointly select such third arbitrator within the space of thirty days next ensuing their first meeting the Archbishop of the province within which the said school shall be situate and the said Lord President may jointly appoint a third arbitrator And the three arbitrators so nominated as aforesaid shall inquire concerning the last-mentioned matter in difference and the award in writing under the hands of the said arbitrators or of any two of them when laid before the said Committee shall be final and conclusive in the matter And the Committee of Management for the time being is hereby expressly required to take all such measures as may be necessary for immediately carrying the said award into complete effect And it is hereby further declared that if the said Bishop or the said arbitrators upon any such reference as aforesaid shall direct or award that any master mistress or teacher in the said school shall be dismissed such direction or award when a copy thereof shall have been served upon the said master mistress or teacher personally or by the same being left at his or her place of abode or at the school aforesaid addressed to the aid master mistress or teacher as the case may require shall operate as a dismissal of the said master mistress or teacher so as to prevent him or her thenceforth from having any interest in his or her office or in the said school or premises under or by virtue of this deed and so as to disqualify him or her from holding thenceforth any right or interest under this wed by virtue of his or her previous or any future appointment”

ANNUAL GRANTS.

At the Council Chamber, Whitehall, the 2d day of April 1853; BY THE LORDS OF THE COMMITTEE ON EDUCATION OF HER MAJESTY'S MOST HONORABLE PRIVY COUNCIL ; MINUTE as to grants for the support of schools in the agricultural districts and in unincorporated towns (not containing more than 5,000 inhabitants) in England and Wales.

Resolved-That any school now admissible, or which shall hereafter be admitted, to grants under the minutes of August and December 1846, may receive a grant towards the expenses of the preceding year, at the rate per scholar set forth in the following table :

Provided that the RATE shall not diminish on account of any increase in the NUMBER OF SCHOLARS, until the increase is such as to make the reduced rate for the higher number balance the unreduced rate for the smaller number, e. g., 100 scholars at 58. per scholar is equal to 251., but 101 scholars at 48. is equal to 201. 48.; the sum of 25l. is therefore to be continued until the number of scholars reaches 126, which at 48. per scholar is equal to 251. 48., and so on to other quantities.

Provided that no such grant shall be claimable in respect of any year preceding the date at which the visit of one of Her Majesty's Inspectors of Schools shall, according to the regulations now in force, be due to the school in question.

Conditions on which foregoing assistance is offered :

1. That the income of the school in the preceding year from endowments, subscriptions, collections, and school-pence shall have amounted to fourteen shillings per scholar in schools for boys, and twelve shillings per scholar in schools for girls, without including the annual value of the teacher's house or other school-buildings.

2. That every scholar who has attended, on the average, four days per week during forty-eight weeks, or one hundred and ninety-two days in the year, shall be reckoned in the attendance by which the amount of the income and the grant are determined.

3. That one penny per week, at least, shall be paid for the education of every scholar by his or her parents, guardians, or

friends, and that in no case in which the attendance or schoolpence of any scholar are reckoned, shall the charge exceed fourpence per week.

4. That the school shall be kept by a master or mistress holding a certificate of merit under the minutes of 1846, and that at least seven-tenths of the whole income, including the grant, shall be applied to the salary of the teacher and assistant teacher. That in schools containing more than one hundred and twenty children, the managers shall avail themselves of the Minutes of this Committee, to provide from the seventenths of the school income, such pupil teachers exceeding the rate of one for every forty scholars, or such assistant teachers as this Committee may require.

5. That the grant applied in aid of the stipend of the master or mistress may be accepted by this Committee, in lieu of the voluntary contributions required in fulfilment of the pecuniary conditions of the grants in augmentation of teachers' salaries, under the minutes of August and December 1846.

Subordinate Regulations.

6. That the children employed in factories and printworks, who attend school under any statute, shall be counted as scholars in ascertaining the average attendance, if they fulfil the provisions of the Act, and the school-pence paid on their behalf shall be reckoned in the income of the school.

7. That such forms of account of the income and expenditure, and such registers of school-attendance and of the payment of school-fees be kept, as this Committee may direct, in a separate minute of details.

8. That three-fourths of the scholars above seven and under nine years of age; three-fourths of those above nine and under eleven; and three-fourths of those above eleven and under thirteen respectively pass such an examination before Her Majesty's Inspector or Assistant Inspector, as shall be set forth in a separate minute of details.

Their Lordships further resolved that,-When any school, in the immediately preceding year, should have received the sum of 641. or upwards from any rate to be assessed in pursuance of the Bill for that purpose to be submitted to Parliament on the 4th of April 1853, their Lordships would sanction the apprenticeship of pupil-teachers in every such school, under the Minutes of August and December 1846, at the rate of one pupil-teacher to every twenty-five scholars.
