And the said lands shall be to the use and under the government of the United States of America. Provided always, that whenever any of the trading or military posts mentioned in this treaty, shall, in the opinion of the President of the United States of America, be no longer necessary for the purposes intended by this cession, the same shall revert to, and become a part of the Indian lands," shall be construed to affect any claim of the state of Georgia, to the right of pre-emption in the land therein fet apart for military or trading posts ;

The Conventions of a number of Siates, having, at the

time of their adopting the Constiiution, exprefed a defire, in order to prevent misconstruction or abuse of its powers, that further dclaratory and restrictive clauses should be added : And, as extending the ground of public confidence in the government, will best cnsure the beneficent ends of its infiitution :

D ESOLVED by the Senate and House of RepreI sentatives of the United States of America, in Congress assembled, two-thirds of both Houles concurring, That the following articles be proposed to the legislatures of the several states, as amendments to the constitution of the United States, all or any of which articles, when ratified by threc-fourths of the faid legislatures, to be valid to all intents and purposes, as part of the said Constitution ; viz.
