Pursuant to the requirements of Section 4396, Revised Codes of Montana, and Section 9, Chapter 52, Session Laws of 1913, the Board of Railroad Commissioners of the State of Montana herewith submits a report for the year ended November 30, 1919. During the period covered by this report a number of laws were enacted which resulted in the placing into operation, under the jurisdiction of this Commission, three new departments, namely: Montana Trade Commission (control of public mills), Montana Irrigation Commission, having jurisdiction over the creation and establishment of irrigation districts, and the Montana Trade Commission, having jurisdiction over the regulation of prices and charges, fixing reasonable margin of profit to be charged on commodities, foodstuffs and products, articles of merchandise and farm implements and machinery, etc. These laws greatly increased the duties and powers of this Commission.
