RAPIDLY DEVELOPING NORTHERN WISCONSIN.

The settler and manufacturer who have located in the northern portion of the Badger State, are developing and improving that immense tract of rich country very rapidly. Tillers of the soil are coming in and new factories are going up. There is reason for this. The quality and quantity of iron ore, clay, kaolin, marl and timber lands, tell the secret. Nature yields its riches to those who toil. Opportunities are still plentiful, for much of the rich undeveloped land is awaiting the settler and manufacturer. It can be obtained on easy terms and at low figures.

THE WISCONSIN CENTRAL RAILWAY, the pioneer road of the northern section of Wisconsin, affords cheap and excellent transportation facilities, thus opening the markets of the entire country to the products of that section. Those interested can obtain free illustrated pamphlets and maps upon applica

Although this book contains much matter taken from the author's well known "Exposition of the Constitution of the United States," it is so greatly changed as to be virtually a new book, and it is called by a different name so as to avoid confusion with the older book.

With an addendum on Local Government in Kansas, written by a leading teacher of that state, and with some changes and omissions the new book has already been

ADOPTED FOR THE STATE OF KANSAS.

All the changes in the state government by constitutional amendments and by legislation, up to and including the Revised Statutes of 1897, just adopted (Aug. 21), are embodied in the new

CONSTITUTION OF WISCONSIN,

which with the "Civil Government", will be designated as "Wright's Civil Government, Wisconsin Edition."

In ordering be careful to send for Wright's Civil Government, as "Wright's Combined Constitutions of the United States and of Wisconsin," will still be sold.

All orders from Wisconsin for "Wright's Civil Government" will be taken by us to be for the Wisconsin Edition, unless it is expressly stated that the Wisconsin Edition is not wished. the beginning of the Civil War to the present time (Macmillans.)

-If we may believe Mr. J. A. Hobson in his book, The War in South Africa, it is easy to understand the distrust in which the Boers have held the "Outlanders'' while behaving in a friendly, manly way to British soldiers when not fighting them. Mr. Hobson gives facts and figures for his contention that there are fifteen thousand Jews in Johannesburg-for the most part Russians and Germans, who have become naturalized British subjects by short residences in England. He says that practically all the great financial mining, liquor and gambling interests are in their hands. In a chapter on the question, "For whom are we fighting'' he brings out the important bearing of this fact on the situation, and he certainly scores a startling point.

-The Interpretation of Literature is the title of a new book, by W. H. Crawshaw, which will be published at an early date by the Macmillan company. It aims to set forth in a comprehensive manner the principles that underlie the study of literature as a revealer and interpreter of human life.

-The Macmillan Company publish John A. Hobson's Economics of Distribution-the third volume in the "Citizen's Library," edited by Professor Richard T. Ely. Mr. Hobson is the author of "The Evolution of Modern Capitalism" as well as several other works on economic subjects.

-General readers and students of Spanish have been greatly hampered in their work by the lack of a sufficiently complete and sufficiently correct Spanish dictionary. D. C. Heath & Co., Publishers, Boston, announce as in active preparation a students' and general readers' Spanish Dictionary, by Professor Marcou and Dr. Ford, of Harvard University. The book will be eagerly welcomed by all interested in Spanish, and is confidently expected to be an admirably complete and handy dictionary for all ordinary purposes.

-Ex-President Cleveland's two addresses on the Independence of the Executive" at Princeton, April 10th, will appear in authoritative form only in the June and July issues of the Atlantic Monthly, fully copyrighted by Houghton, Mifflin & Company.

-Prof. N. S. Shaler contributes the second of his thoughtful papers on the Negro Question to the May number of Appleton's Popular Science Monthly. The organs with which those curious anomalies, The Blind Fishes, see are described in a most interesting illustrated article by Prof. Carl H. Eigenmann.

-At the Washington meeting in 1898 of the Secondary Department of the National Educational Association, a paper on the study of English, including an outline of a course of study, was presented by Mr. W. F. Webster, principal of the East Side high school at Minneapolis, Minnesota. This paper was received with so much favor that Mr. Webster was led to develop the ideas contained in it into a book with the title "English for Secondary Schools' which will soon be published by Houghton, Mifflin & Co.

-Houghton, Mifflin & Co. will issue in the fall a textbook of English history by J. N. Larned, author of the History for Ready Reference. A distinct character is given to the book by a periodical series of brief but broad surveys of history at large. These serve, in each period, to show the connection of events and movements in England with those in other countries, more clearly and fully than can possibly be done by explanations thrust brokenly into the narrative of English affairs.

-The Living Age for April 21st, contains a translation of one of Rosegger's beautiful short stories: "The Seal of Confession," a clear statement of "The Case of Finland;" Bird Notes; Railways in Asia Minor, and other interesting papers. The standard of this long established eclectic is admirably maintained.

-For keeping up with the times there is no magazine which can compete with the Review of Reviews. Its editorial comment on current events is always strong and in forming, its leading articles of the month and its timely special topics make it almost indispensable. (13 Aor Place, N. Y.).
