SIR: In pursuance of the act of Congress of May 1, 1820, I have the honor to transmit herewith a statement of the appropriations applicable to the War Department during the fiscal year 1856-'57; the amount drawn from the treasury by requisitions during the same period; the balances on the 1st July, 1857; and such appropriations as have been carried to the surplus fund.
