The presiding officer of the Senate submitted the following communication:

To the President of the Senate,

Dover, Delaware.

Dear Mr. President:

Pursuant to the following motion I have the honor to inform you of the passage of said motion by Council in regular session, January 4th, 1917:

"That Mr. Oscar C. Draper be designated as the representative of Council in all legislative matters appertaining to the said Council, and that the Speaker of the House and the President of the Senate be so notified.'

Ten more ballots were taken with the same result, whereupon the presiding officer announced that, no one having received a majority of votes, there was no election.

The House of Representatives of the Ninety-sixth General Assembly respectfully invites the President and members of the Senate to meet with the House in Representative Hall, at 1.30 P. M., Thursday, January 11th, to hear read the biennial message to the General Assembly of Governor Charles R. Miller. (Signed) HERVEY P. HALL, Speaker.

Mr. Hickman submitted to the Senate, upon which no action was taken, the following communication:

Mr. Hoffecker made a motion, which prevailed, that a recess be taken until tomorrow at 12.30 o'clock, P. M.

All members were present except the pair as of the day previous.

Mr. Wharton made a motion, which was lost, that a Commitee of three be made to notify the House that the Senate was ready to organize and receive business, and that the acting presiding officer, the secretary and the assistant secretary continue until their successors were chosen and elected.

Mr. Newton made a motion, which prevailed, that the Senate proceed to the election of a President Pro Tempore.

Mr. Barnard received 3 votes.

Mr. Hoffecker received 6 votes.

Mr. Gormley received 6 votes.

The presiding officer announced that no one had been elected.

Mr. Hart moved that the Senate take a recess until 1.30 P. M.

The Senate re-assembled at the expiration of the recess.

Mr. Wharton made a motion, which prevailed, that the Chair appoint a Committee of 2 to escort Governor Miller to the House of Representatives, where his Inaugural Message would be read and published.

Messrs. Wharton and Barnard were appointed on this Com

mittee.

Immediately the Senate proceeded to the House of Representatives to hear Governor Miller's message.

After the Governor finished reading his Message, Mr. Gormley made a motion; which prevailed, that the Joint Bodies give the Governor a rising vote of thanks.

Mr. Gormley further made a motion which prevailed that the two Houses now separate.

Then the Senate returned to the Senate Chamber.

Mr. Gormley made a motion, which prevailed, that the Senate adjourn until Monday, January 15, at 12.30 o'clock, P. M.

Announcement was made by the presiding officer that Messrs. Barnard and Wharton would meet at 12 o'clock M. tomorrow, and that Messrs. Barnard and Hollett would meet the following day at 12 o'clock, for the purpose on these two days of calling the Senate together and taking a recess.
