I, SUMNER HOWARD, Chief Justice of the Supreme Court of Arizona, do hereby certify that the foregoing oaths of office was by me administered to each of the members of the House of Representatives of the Thirteenth Legislative Assembly of Arizona, whose names are thereunto subscribed to, in assembly met at Prescott, Yavapai County, Arizona Territory, on the Fifteenth (15th) day of January, A. D. 1885, before me.

On motion of Mr. Rollins, a vote of thanks was tendered to Chief Justice Howard for his courtesy in attending on the

House and administering the oath to the members thereof. The Chief Clerk was instructed to transmit a copy of the same to Chief Justice Howard.

On motion, the House took a recess until 3 P. M.

AFTERNOON SESSION.

At 3 P. M., the House met pursuant to adjournment.

Speaker pro tem. Purdy in the chair.

Mr. Porter moved that the House proceed to the election of permanent speaker.

Carried.

Levi Ruggles was placed in nomination for permanent speaker by Mr. Wardwell.

H. G. Rollins was placed in nomination for permanent speaker by Mr. Porter.

On motion, the House proceeded to ballot for Speaker.

The Speaker appointed Mr. Connell and Mr. G. W. Brown as tellers.

First ballot.

Those voting for Mr. Ruggles were Armstrong, Brannen, Brown (J.A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker.

Those voting for Mr. Rollins were Aram, Brown (G. W.), Frame, Houck, Nichols, Nash, Percy, Porter, Ruggles, Risley, Robbins, Sias.

Twelve voting for Mr. Ruggles and twelve voting for Mr. Rollins.

On motion, again the House proceeded to vote for Permanent Speaker, with the same result as before, each member voting as before.

Twelve members voting for Mr. Rollins and twelve voting for Mr. Ruggles.

On motion of Mr. Franklin, the Chair appointed a committee of three to wait upon the Secretary, and request a supply of tables for the use of the members of the press.

The Chair appointed Messrs. Franklin, Frame and Percy.

On motion of Mr. Porter, the House proceeded to ballot again for Permanent Speaker with the following result:

Those voting for Mr. Ruggles were Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker.

Those voting for Mr. Rollins were: Aram, Brown (G. W.), Frame, Houck, Ruggles, Nichols, Percy, Porter, Risley, Nash, Robbins and Sias-12 voting for Mr. Ruggles, and 12 voting for Mr. Rollins.

On motion, the House proceeded to ballot again for Permanent Speaker, with result the same as before-12 voting for Mr. Ruggles and 12 voting for Mr. Rollins.

Mr. Porter moved that the Secretary of the Territory be requested to furnish the members of the House with letterheads and printed envelopes and other stationery, in amount not exceeding one hundred dollars.

Those voting for the motion were: Aram, Brown (G. W.), Frame, Houck, Nash, Nichols, Percy, Porter, Rollins, Robbins, and Sias-11.

Those voting against: Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Risley, Ruggles, Wardwell, Watkins and Mr. Speaker-13.

On motion of Mr Porter, the House proceeded to again halfor Permanent Speaker, with the following result:

Those voting for Mr. Rollins were Aram, Brown (G. W.,) Frame, Houck, Nash, Nichols, Percy, Porter, Risley, Robbins, Ruggles, Sias-12.

Those voting for Mr. Ruggles were Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker-12.

Mr. Armstrong moved that the Secretary of the Territory furnish, by request of the members, the House with necessary stationery and locks for the desks to the value of fifty dollars.

The motion was lost by the following vote:

Those voting for the motion were Aram, Armstrong, Frame, Houck, Nash, Nichols, Percy, Porter, Robbins-9.

Those voting against were Brannen, Brown (J. A.), Brown (G. W.), Connell, Franklin, Hunter, Imus, Martin, Risley, Rollins, Ruggles, Sias, Wardwell, Watkins, Mr. Speaker-15.

On motion of Mr. Sias, the House proceeded to ballot for Permanent Speaker with the following result:

Those voting for Mr. Ruggles were: Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker-12.

Those voting for Mr. Rollins were: Aram, Brown (G. W), Frame, Houck, Nash, Nichols, Percy, Porter, Risley, Robbins, Ruggles, Sias-12.

On motion of Mr. Porter, the House proceeded to again ballot for Permanent Speaker, with the following result:

Those voting for Mr. Ruggles were: Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker-12.

Those voting for Mr. Rollins were: Aram, Brown (G. W.), Frame, Houck, Nash, Nichols, Percy, Porter, Risley, Robbins, Ruggles, Sias-12.

On motion of Mr. Houck, the House proceeded to again ballot for Permanent Speaker, with the following result:

Those voting for Mr. Rollins were: Aram, Brown (G. W.), Frame, Houck, Nash, Nichols, Percy, Porter, Risley, Robbins, Ruggles, Sias-12.

Those voting for Mr. Ruggles were: Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker-12.

Mr. Wardwell moved that the House, when it adjourn, do adjourn to 7 P. M.

Mr. Armstrong moved to amend by making the hour 8 o'clock P. M.

The amendment and the original motion were both lost. On motion of Mr. Porter the House proceeded to ballot for Permanent Speaker.

Those voting for Mr. Rollins were: Aram, Brown (G. W.), Frame, Houck, Nash, Nichols, Percy, Porter, Risley, Robbins, Ruggles, Sias-12.

Those voting for Mr. Ruggles were: Armstrong, Brannen, Brown (J. A.), Connell, Franklin, Hunter, Imus, Martin, Rollins, Wardwell, Watkins, Mr. Speaker-12.

On motion of Mr. Frame the House adjourned until Friday, January 16th, at 10 A. M.
