CHAPTER LXXII.

An ACT extending the privilege of franking leiters to the delegate from the Territory of the United States, north-west of the river Ohio; and making provifion for his compenfation.

E it enacted by the Senate and House of Re

rica, in Congress affembled, That the present delegate to Congrefs from the Territory of Privilege of the United States, north-weft of the river franking let Ohio, and every future delegate from the faid ters. Territory, fhall be entitled to the privilege of fending and receiving letters, free of poftage, on the fame terms, and under the fame reftrictions, as are provided for the members of the Senate and of the Houfe of Reprefentatives of the United States, by the Act intituled "An act to establish the poft-office of the United States."

Sec. 2. And be it further enacted, That the present delegate from the aforefaid Territory be authorised to receive, free of postage, under the faid reftrictions, any letters directed to him, and which fhall have arrived at the feat of government, prior to the paffage of this

act.

Sec. 3. And be it further enacted, That the faid delegate, and every future delegate from Compenfathe Territory of the United States, north-weft tion. of the river Ohio, fhall receive for his travel

ling expenses and attendance in Congrefs, the fame compenfation as is, or may be allowed, by law, to the members of the House of Reprefentatives of the United States; to be cer tified and paid in the fame manner. THEODORE SEDGWICK,

CHAPTER LXXIII.

An ACT for the relief of Solomon Boston. Eit enacted by the Senate and House of Repre fentatives of the United States of America, in Congress affembled, That Solomon Boston, now confined in the public gaol of Kent County in the State of Delaware, be released and discharged, and he hereby is released and difcharged from all claim and demand of the United States, to a certain judgment, for a penalty of one thousand dollars recovered at their fuit in the District Court of the District of Delaware; faving and referving, nevertheless, the right and intereft which belongs to any third perfon, if any fuch exift.

CHAPTER LXXIV.

An ACT to provide for the erection and support of a Light Houfe on Cape Poge, at the northeafterly part of Martha's Vineyard.

rica, in Congrefs affembled, That the Secretary of the Treasury fhall be, and he is hereby authorized and directed to cause a fufficient lighthouse to be erected on Cape Poge (so called) on Martha's Vineyard, in the ftate of Maffachusetts, and to appoint a keeper, and otherwise to provide for the fupport of fuch light-house at the expence of the United States; Provided, that fufficient land for the accommodation of fuch light-house, together with the jurisdiction thereof, fhall be duly and legally granted to, and vefted in the United States.

Sec. 2. And be it further enacted, That there fhall be, and hereby is appropriated_for the erection of faid light-houfe on Cape Poge, a fum not exceeding two thousand dollars, to be paid out of any monies which may be in the Treafury of the United States, not otherwife appropriated.

E it enacted by the Senate and Houfe of Reprefentatives of the United States of AmeTerms of the rica, in Congress affembled, That from and afSupreme ter the next feffion of the Supreme Court Court. of the United States, the faid court fhall be holden by the juftices thereof, or any four of them, at the city of Washington, and fhail have two feffions in each and every year thereafter, to commence on the first Monday of June and December refpectively; and that if four of the faid juftices fhall not attend within ten days after the times hereby appointed for the commencement of the faid feffions refpectively, the faid court fhall be continued over till the next ftated feffion thereof. Provided always, That any one or more of the faid juftices, attending as aforefaid, fhall have power to make all neceffary orders touching any fuit, action, appeal, writ of error, process, pleadings, or proceeding, returned to the faid court or depending therein, preparatory to the hearing, trial or decifion of fuch action, fuit, appeal, writ of error, procefs, pleadings or proceedings.

Sec. 2. And be it further enacted, That the faid court fhall have power, and is hereby authorized, to iffue writs of prohibition, mandamus, fcire-facias, habeas corpus, certiorari, procedendo, and all other writs not specially provided for by ftatute, which may be neceffary for the exercife of its jurifdiction, and agreeable to the principles and ufages of law.

Sec. 3. And be it further enacted, That from and after the next vacancy that fhall happen in the faid court, it thall confift of five jufti
