money to pay such persons who have enlisted from and who have furnished substitutes from the city of Poughkeepsie, under the call of the President of July eighteenth, eighteen hundred and sixtyfour, such further sums as will make the whole sum received by them, severally, as bounty, equal to seven hundred and thirty dollars, upon certain conditions.
