ABSTRACT OF PROCEEDINGS FROM APRIL 1870 TO APRIL 1871.

WEDNESDAY, 13TH JULY 1870.-Order in Council, dated 4th June 1870, received, approving of alteration of Ordinance No. 14, General No. 3 (Graduation in Arts), relieving Candidates for Honours in any Department of Arts in the Scottish Universities from the Pass Examination in such Department. Transmitted to Senatus for preservation.

Lectures on Midwifery by Dr J. Matthews Duncan and Dr Alexander Keiller recognised for Graduation in Medicine in the University, under Ordinance No. 8, Sect. vi., 4.

Library Report 1868-9 received, and remitted to the Rector and the Principal. Remitted to Dr Christison to inquire as to possibility of publicly exhibiting objects of interest in Library as suggested by Mr Laing, when a member of the Court.

Recommendation of Senatus approved, that the Professor of Civil Engineering's Class for Mechanical Drawing be open five days a-week, and that the fee be increased to £3, 35.

Minute of General Council, dated 19th April, received, approving of scheme for Graduation in Civil Engineering as a Department of Graduation in Science. To be communicated to Senatus. Scheme to be submitted for Chancellor's approval should favourable opinion be received from Senatus.

Representation of General Council, dated 19th April 1870, received, recommending alterations on Regulations for B.D. Degree: Also Senatus' Minute, dated 24th June 1870, recommending alterations in subjects of, and manner of conducting, Examinations for that Degree. These were considered in connexion with appeal against Resolution of Senatus of 6th November 1869 on same subject, and the matter was remitted to the Senatus to consider, and, if possible, to frame a complete scheme embodying all alterations now thought advisable by them.

Report of Committee submitted on proposal to add subjects in Natural Science to Arts Curriculum, in connexion with revival of Degree of B. A.

Principal gave notice of the following_motion :-"That the Court shall take steps, in whatever way may be thought most proper, to obtain a change in clause xiii. of the Universities' Act, which provides for the constitution of the Board of Curators."

MONDAY, 3D OCTOBER 1870.-The Rev. William Millar Nicolson, M.A., Edinburgh, appointed Classical Examiner in succession to Mr John Kerr, M.Ă.

Dr John Wyllie's lectures on Pathology recognised for Graduation in Medicine in the University, in terms of Ordinance No. 8, Sect. vi., 4. Appointment by Professor Turner of Dr Morison Watson as Demonstrator of Anatomy approved.

Chancellor's approval of Regulations for Degrees in Civil Engineering as a Department of Graduation in Science received, and ordered to be transmitted to Senatus for preservation. Date, 9th August 1870. (See p. 123).

Principal's motion on subject of Court of Curators of Patronage withdrawn.

Consideration of Report on revival of B. A. Degree, &c., resumed. Ordered to be transmitted to General Council and Senatus for their opinion.

Minute of Senatus, dated 29th July, approving of General Council's Representation of 19th April as to B.D. Degree, received: Also Regulations framed by the Senatus embodying these alterations and those regarding the System and Subjects of Examination contained in Senatus Minute of 25th June. These Regulations were adopted by the Court in the following form :-(See p. 159.)

Class Returns for Summer 1869, Winter 1869-70, and Summer 1870, received, and remitted to Rev. Dr Phin, the Principal, and Dr Christison.

On consideration of an Application by Professor Allman, it was resolved to report to her Majesty in Council, recommending that he should be permitted to retire on a retiring allowance.

MONDAY, 28TH NOVEMBER 1870.-Appointment of the following Class Assistants approved :-Dr J. O. Affleck, Medical Jurisprudence; Mr J. H. Buchanan, M.A., and Mr James Dewar, F.R.S.E., Chemistry; Mr Hugh Wilson, Latin; Mr D. H. Marshall, M.A., Natural Philosophy; and Mr J. U. Hillhouse, Mathematics.

Mr D. L. Shand and Mr R. P. Paterson re-appointed Assistant Registrars for remainder of 1870.

Day for hearing Registration Appeals to be Monday, 23d January 1871. On Report of Committee: resolved to request Senatus to send Library Accounts 1868-9, and in future to send the accounts with the Report.

Mr Macknight reported that University Accounts 1868-9 seemed well framed and correct, and the money, apparently, judiciously expended. Resolved to appoint two additional Examiners for Degree of Bachelor of Divinity under new Regulations, at meeting on 23d January, and that a suitable Honorarium should be paid to them.

Order in Council, dated 24th October 1870, received, approving of retirement of Professor Allman. Reported that usual intimations consequent upon this had been made to the Patron of the Chair of Natural History, the Senatus, and the Press.

Chancellor's approval of Regulations for Degree of Bachelor of Divinity received, dated 17th October 1870. Ordered to be transmitted to Senatus for preservation; and to be published. (See p. 159.)

Remitted to the Principal and Mr Nicolson to confer with the Professor of Agriculture as to Senatus' Resolution of 23d January 1869, so far as it relates to Graduation in Agriculture.

Remitted to a Committee to prepare a Statement as to necessity of raising money to replace the £4000 of University Funds expended on the Principal's House, in order to obtain promised additional Grant from Government.

MONDAY, 23D JANUARY 1871.-No Registration Appeals lodged, and meeting postponed.

THURSDAY, 26TH JANUARY 1871.-A Committee of the Senatus Academicus had an interview with the Court on the subject of the Deed of Foundation, and Regulations for the proposed Chair of Political and Commercial Economy and Commercial Law. Agreed to take up all doubtful points finally at a meeting with a Committee of the Senatus, and Representatives of the Merchant Company.

Appointment of Mr Adam B. S. Watson as Assistant to the Professor of Greek, approved.

Reported by Committee appointed at last meeting on matters relating to an increase of the Principal's salary that the statement as to raising £4000 for the Principal's residence had not been proceeded with, intimation having been received that that sum had been offered for the purpose by a private Donor. Communications had in consequence

been made to Government.

Resolved to record the Court's gratification at the announcement of this further evidence of the interest taken in the University, and of the appreciation shown of its requirements.

MONDAY, 6TH FEBRUARY 1871.-State of negotiations as to increase of the Principal's salary reported.

Rev. Henry Cowan, B. D., late Pitt Divinity Scholar, and Mr William Hastie, B.D., Pitt Divinity Scholar, appointed Examiners for Degree of B. D. under new Regulations. Salary to be £21 each.

Dr Wm. Robertson, F.R.C.P. E., Mr Benjamin Bell, F.R.C.S.E., reappointed, and Dr Wm. Dumbreck, F.R. C.S.E., appointed Examiners in Medicine for year 1871.

Mr D. L. Shand, and Mr R. P. Paterson, re-appointed AssistantRegistrars for year 1871.

Allowance to Secretary of Senatus for current Session approved at same rate as for last Session.

Dr A. G. Miller's Lectures on Surgery recognised as qualifying for Graduation in Medicine in the University.

Committee on Library Report 1868-9 reported that they had received the relative Library Account, but did not find it in such form as to convey the information they thought desirable. Ordered to be intimated to the Senatus that the Court thought it would be advantageous that a Classified Account should be prepared each year, showing the amount expended under various heads.

On Report of Committee, resolved to remit to Senatus to consider

whether they thought Graduation in Agriculture might be dealt with in the same way as Graduation in Engineering.

Received a communication from Dr John Murray, London, on behalf of a number of Graduates and Alumni of this and other Universities as to constitution of Court of Curators.

MONDAY, 3D APRIL 1871.-Dr Christison stated that an official letter from the Treasury to Mr Playfair, M.P., dated 15th March 1871, had been received by the Senatus, intimating the intention of the Lords of Her Majesty's Treasury to propose to Parliament an increase of £300 a-year to the Principal's salary, in consequence of the condition that a residence for the Principal should be provided by public subscription having been fulfilled by a gift of the necessary amount by a private donor.

Resolved that tenure of office of additional Examiners for Degree of B.D. should be for three years.

Library Report and Accounts 1869-70 received. pointed to confer with Librarian as to preparing annually a Classified Statement of the Expenditure on Books.

University Accounts 1869-70 received, and remitted to Mr Macknight. Class Returns 1869-70 again considered, on report of Committee. Matter dropt.

Received Report of Senatus, dated 8th March 1871, to Her Majesty in Council, objecting to application by University of St Andrews for extension of their right under ordinance of the Commissioners to confer Degrees in Medicine upon persons who have not studied in a University. Resolution adopted expressing entire concurrence with Senatus in their objections, and promising the support of the Court if necessary.

Received Resolutions of Senatus of 1st and 31st March 1871-the first declining, and the second accepting conditionally, the proposed Chair of Commercial and Political Economy and Commercial Law. Resolution adopted approving of the acceptance, and appointing a Committee to adjust the Deed of Endowment on behalf of the Court, in communication with the Senatus and the Merchant Company.

Received Report of Senatus, dated 23d March 1871, on the Court's Report as to proposed revival of B.A. Degree. Matter being before General Council, consideration was postponed.
