2 A report, under the act for the relief of certain contractors for the construction of vessels of war and steam-machinery, with a tabular statement of each case, which shall contain the name of the contractor, a description of the work, the contract price, the whole increased cost of the work over the contract price, and the amount of such increased cost caused by the delay and action of the Government as aforesaid, and the amount already paid the contractor over and above the contract price. Directing that a commission, consisting of an engineer officer of the Army, detailed by the Secretary of War, and two competent and impartial officers of the Navy, detailed by the Secretary of the Navy, shall make a careful examination of the harbor of Boston, and report whether the construction of a bridge between Boston and East Boston will be detrimental to the interests of the United States in the navy-yard at Charlestown. offices of the Post-Office Department, showing to whom payments were made, for what
made, &c.
Statement of all moneys expended by disbursing agents of the Post-Office establishment
during the year 1871.

The names of the clerks and all other persons employed in the Department of the Post-
master-General during the year 1871, or any part thereof, with the time each person was
actually employed, and the sum paid to each, and whether they have been usefully em
ployed; whether the services of any can be dispensed with without detriment to the
public service; and whether the removal of any and the appointment of others in their
stead is required for the better dispatch of business; and the residence of each at the
time of his appointment.

Copies of contracts for carrying the mails between any of the ports of the United States
and a port or ports of foreign powers, with a statement of the amount of postage derived
under the same.

embraced therein, with the length of each; the time of arrival and departure at the ends
of each route; the mode of transportation; and the price to be paid, together with a copy
of the recorded abstracts of all proposals for carrying the mail, as provided by section
two hundred and forty-eight.

A report of all land and water mails established or ordered within the preceding year,
other than those let to contract at the annual letting, giving in each case the route or
water-course on which the mail is established; the name of the person employed to
transport it; the mode of transportation; the price to be paid; and the duration of the
order or contract.

A report of all allowances made to contractors within the preceding year above the sums
originally stipulated in their respective contracts, and the reasons for the same, and of
all orders made whereby additional expense is incurred on any route beyond the original
contract-price, giving in each case the route; the name of the contractor; the original
service provided for by the contract; the original price; the additional service required;
and the additional allowance therefor.

A report of all curtailments of expenses effected within the preceding year, giving in each
case the same particulars as in the preceding report.

A report of the finances of the Department for the preceding year, showing the amount of
balance due the Department at the beginning of the year; the amount of postage which
accrued within the year; the amount of engagement and liabilities; and the amount
actually paid during the year for carrying the mail, showing how much of said amount
was for carrying the mail in preceding years.

A report of the fines imposed on, and the deductions from the pay of, contractors, made
during the preceding year, stating the name of the contractor; the nature of the delin-
quency; the route on which it occurred; when the fine was imposed; and whether the
fine or deduction has been remitted; and for what reason.

A copy of each contract for carrying the mail between the United States and foreign coun-
tries, with a statement of the amount of postage derived under the same, so far as the
returns of the Department will enable it to be done.

A report showing all contracts which have been made by the Department, other than for
carrying the mail, giving the name of the contractor; the article or thing contracted
for; the place where the article was to be delivered or the thing performed; the amount
paid therefor; and the date and duration of the contract.

A report of the clerks and other persons employed in the Department during the year, or
any part thereof, giving the names of the persons; the time they were actually employed,
and the sum paid each; whether they have been usefully employed; whether the ser-
vices of any can be dispensed with without detriment to the public service; and whether
the removal of any, and the appointment of others in their stead, is required for the
better dispatch of business.

A report on the postal business and agencies in foreign countries

That the Postmaster-General shall submit to Congress at each annual session a statement of the amount expended during the preceding fiscal year, and an estimate of the amount that will be required for the ensuing fiscal year, under each of the following heads: Transportation of the mails;" "compensation of postmasters;" "compensation of clerks in post-offices;" compensation of letter-carriers" "compensation of blank-agents and assistants;""mail depredations and special agents;" "postage-stamps and envelopes:" "ship, steamboat, and way letters;" "dead-letters;" "mailing-bags;""mail locks, keys, and stamps; "wrapping paper;" "office furniture;" "advertising;" "balances to foreign countries;" "rent, light, and fuel to post-offices;"" stationery;" and "miscella neous," showing the sums paid under each head, and the names of the persons to whom payments are made out of the miscellaneous fund; but the names of persons employed in detecting depredations on the mails, and of other confidential agents, need not be disclosed. To report a detailed statement of the expenditures of the contingent fund of his Department, and accounts of all property belonging to the United States in the buildings under his charge.

A list of applicants for pensions, or for increase of pensions, whose cases are not embraced by the laws, but which ought to be granted.

A report of the receipts and expenditures of the Navy pension fund and privateer pension
fund in 1871, the names of pensioners, and the amount of their persions, respectively.
A report upon the condition of the Office of Indian Affairs, and of the various tribes of
Indians within the limits of the United States.

A report upon the condition of the General Land-Office, the amount of the sales of the
public lands, and an account of the surveys made of the same during the year 1871.
A report of the names of certain friendly Indians of the Sioux nation, in Minnesota, for

A report from the Commissioner of Indian Affairs of any case of hostilities, by any tribe
with which the United States has treaty stipulations, which shall have occurred since his
next preceding report. Also made the duty of the officer in charge of the Indian Bureau
to report, separately, at the commencement of each December session, a tabular state-
ment, showing distinctly the separate objects of expenditure under his supervision, and
how much disbursed for each object, describing the articles and the quantity of each, and
giving the name of each person to whom any part was paid, and how much paid to him,
and for what object, so far as they relate to the disbursements of the funds herein before,
or which shall hereafter be, appropriated for the incidental, contingent, or miscellaneous
expenses of the Indian service during the fiscal year next preceding each report.

Requested to furnish information as to whether military reservation No. 7, situate near Mare Island, in the harbor of San Francisco, is or is not in possession of the Government of the United States.
