7. Report No. 2.-School Management.

That your Committee having had under re-consideration the question of Vocal Music and Linear Drawing, as a regular study in the City Public Schools, beg to report in favour of having Two Teachers of Vocal Music, viz., one for the Western and one for the Eastern Division of the City, say six schools in each division; and Two Teachers of Linear Drawing, under the same arrangement; so that every school can thus have one lesson, of one hour per week in both branches of instruction.

On this basis, the Vocal Music Lesson is proposed to be given at five schools from 3 to 4 o'clock, and at the sixth school at such an hour (to be determined by the Chairman of this Committee and the Inspector) as shall be found best suited to all parties.

The Linear Drawing Lesson is proposed to be given at five schools from 11 to 12 o'clock, and at the sixth school under a similar arrangement as for Music.

Your Committee are of opinion that the services of competent teachers, to carry out the foregoing programme, ought to be obtained for a salary of $250 each per annum, and recommend that rate of payment to be adopted accordingly.

Your Committee recommend that Mr. Sefton be appointed Teacher of Vocal Music, on these conditions for the Western Division, that Miss Gunn be, in like manner, appointed Teacher of Linear Drawing for the Western, and Mr. Hock for the Eastern Division; and that this arrangement come into effect from and after the 1st of March proximo.

Your Committee further recommend that the Vocal Music Class, in each school, be composed of the Senior and Intermediate divisions of both departments (boys and girls) combined; and for the Linear Drawing Class, that all in the 5th Book, both departments (boys and girls) combined, be required to attend; and permission given for such pupils in the 4th Book, as may wish to avail themselves of the opportunity; all matters of detail, as well as of supervision by the Teachers, to be left in the hands of the Inspector.

8. Report No. 3.-School Management.

Referring to a communication from the High School Board in 1871, regarding Scholarships for Girls, as well as Boys, your Committee recommend (now that a Female Department in the High School has been organized) that the Board authorize a letter to be addressed to the High School Board, for the purpose of ascer taining how many Scholarships for Boys, and how many for Girls, will be granted to the pupils attending the Public Schools, as a reward for progress, determined by the usual combined examination.

The "General Regulations" recently issued by the Council of Public Instruction, under the authority of the Amended School Act of 1871, determine that—“ no deduction from the Salary of a Teacher shall be made on account of sickness, as certified by a medical man ;" and your Committee recommend that “General Instructions to Teachers," No. 14, at page 16, be amended by adding the provision above specified. (See postea, No. 10).

10. Report Number 2 of the Committee on Industrial Schools.

That in the Special Report of this Committee, presented to the Board in December, 1871, adopted in January, 1872, and ordered to be printed-(See 13th Annual Report, p. 79)-the authority to establish Industrial Schools, to make all needful regulations; and to employ all the means required to give effect to the same, the germ of the whole question has been fully explained and embodied.

That, in accordance with the views set forth in that report (now on the table, and reference to which is invited), your Committee have come to the conclusion that the time has arrived when some steps should be initiated, if only in the first place to collect that information, which is necessary to assist the Local Government in framing any measure it might think advisable to bring forward in the next session of the Legislature; and in the second place to enable this Board to adopt such steps as shall reduce the large disproportion now existing between the monthly registered and average attendance; which disproportion for the past month of February was in round numbers a thousand pupils, as stated in the Inspector's last report,

That for these, and other reasons which might easily be advanced, it is now recommended that this Committee be authorized to take steps to submit to this Board the nomination of at least one fit and proper person, as a Truant Officer; and also of such machinery as may be deemed necessary to make that office useful and efficient, on the basis of the system which has so long worked with the most successful results in the City of Boston-and that the same come into practical effect, so soon as a suitable appointment has been made, and the machinery therewith connected approved by the Board.

11. Report Number 4, School Management.

In favour of recommending that number 14 of the General In structions to Teachers, as recently amended by the Board, so as to conform with the regulations prescribed by the Council of Public Instruction, be supplemented by adding thereto—“ That in no case shall leave of absence be given, on account of sickness, to any teacher, for a longer period than one month, unless again renewed, as a special case, and on application." (See ante No. 8, clause 2).
