TO THE GOVERNOR: The Employers' Liability and Laborers' Compensation Commission, provided for by Senate Joint Resolution 22 of the regular session of 1911 of the Legislature, have the honor to present Part I. of the report required by the resolution creating the Commission. This part covers the liability and compensation laws of the several states and of the United States and its dependencies; a digest of the purport of those laws; a summary of the leading features of those laws, and of expert opinion upon the form, provisions, constitutionality and administration of such laws, and the more important bills that have been drafted and proposed by State Commissions and Associations of employers and labor organizations.
