THURSDAY, JANUARY 5, 1837.

THE Senate met pursuant to adjournment.

Mr. Montgomery from the joint committee on Enrolled Bills, reported that the committee had examined and found truly enrolled. "A bill to organize the counties of Livingston, Macon, Taney and Linn.

Mr. Montgomery from the saine committee reported, that the committee had presented to the Governor for his approval bills entitled. "An act to attach certain territory to the counties of Clay and Clinton, for civil and railitary purposes." And,

"A joint resolution to Congress concerning pre-emption rights." Mr. Vanarsdall from the committee on Internal Improvements to whom was referred a petition of Samuel Massey reported,

"A bill to improve the navigation of the Gasconade river and for other purposes."

Which was read a first time,

Objections being made to the bill,

The question, shall the bill be rejected?

Was decided in the affirmative.

An engrossed bill from the House of Representatives to incorporate the Washington Mining company,

Was taken up-and,

After some discussion on the propriety of acting on it immediately-it was,

On motion of Mr. Sterigere

Laid on the table.

"An engrossed hill from the House of Representatives to incorporate the St. Louis Chamber of Commerce,"

Was read a third time and passed.

Mr. Lee appeared and took his seat.

A bill to regulate the apportionment of representation among the several counties and senatorial districts,

Was read a second time-and,

Committed to a committee of the Whole House.

A bill respecting the penitentiary was taken up,

Mr. Lucas moved

To recommit the bill to a committee of the Whole House.
Which was decided in the negative as follows:

Ayes-Messrs. Campbell, Dawson, Gorham, Jones of Cooper, Lee, Lucas, Rawlins, Thompson and Walsh-9.

Nays-Messrs. Ashby, Byrd, Deguire, Goforth, McClelland, Mc Daniel, Montgomery, Smith, Sterigere, Valle, Vanarsdall & Williams-12. Mr. Jones of Pike absent sick.

Messrs. Robison and Weaver absent.

Mr. Sterigere moved

To strike out the first section of the bill, together with the enacting clause,

Which was determined in the affirmative as follows:

Ayes-Messrs. Ashby, Byrd, Deguire, Goforth, McClelland, McDaniel, Montgomery, Smith, Sterigere, Valle, Vanarsdall and Will

iams-12.

Nays-Messrs. Campbell, Dawson, Gorham, Jones of Cooper, Lee, Lucas, Rawlins, Thompson and Walsh-9.

Mr. Jones of Pike, absent sick.

Messrs. Robison and Weaver, absent.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT:-There have been introduced into the House of Representatives, bills entitled,

"A bill supplementary to an act to regulate elections."

"A bill for the relief of James H. Birch."

"A bill to divorce Martin Weaver and Ruth his wife, from the bon is of Matrimony." And,

"A bill to organize the county of Bates."

The House has passed bills entitled,

"An act to appropriate money for the purpose of completing the road across the big swamp, situate on the line between the counties of Cape Girardeau and Scott." And,

"An act to prevent foreign banking companies from setting up agencies, or transacting banking business, within the limits of this state."

Which are here with submitted for the action of the Senate.

The Speaker of the House has signed

"An act to organize the counties of Livingston, Macon, Taney and Linn."

Which is herewith submitted for the signature of the President of the Senate.

The President signed said bill and it was delivered to the committee on Enrolled bills, to be presented to the Governor for his approval and signature.

Mr. Vanarsdall from the committee on Internal Improvements, reported back to the Senate,

"A bill to incorporate the Mississippi and Iron Mountain Railroad," without amendment.

Mr. Jones of Cooper offered the following:

Resolved, That the House of Representatives be informed that the Senate is now ready, whenever it may suit the convenience of that body, to go into the election of a Warden of the Penitentiary, Which was adopted.

On motion of Mr. Jones of Cooper,

An engrossed bill from the House of Representatives entitled,

"An act declaring a certain county road a part of the state road,” Was taken up and it passed.

Mr. Thompson asked and obtained leave to introduce a bill to pay judges and clerks of elections..

Which was read a first time--and,

It passed to a second reading.

An engrossed bill from the House of Representatives entitled, "An act to appropriate a sum of money for the purpose of completing a road across the big Swamp, situate between the counties of Cape Girardeau and Scott."

Was read a first time.

On motion of Mr. Ashby,

The rule requiring bills to be read on three several days, was dispensed with and,

It was read a second time, and

Committed to a committee of the Whole House.

An engrossed bill from the House of Representatives, entitled "An act to prevent foreign banking companies from setting up agencies, or transacting banking business within the limits of this state,

Was read a first time.

On motion of Mr. Smith,

The rule requiring bills to be read on three several days being dispensed with,

The bill was read a second time, and

Committed to a committee of the Whole House.

Mr. Dawson moved

That the above bill be printed,

Which was determined in the negative.

On motion of Mr. Rawlins,

The Senate resolved itself into a committee of the Whole House, on the orders of the day, Mr. Jones of Cooper in the chair, and after some time spent therein, the committee rose and the chairman reported that the committee had considered

"A bill to legalize the acts of county courts, commissioners of county seats and commissioners of county buildings."

"A bill to pay jurors."

And had instruc'ed him to report each with amendments. Also "A bill from the House of Representatives, for the relief of the heirs of Daniel Doren, deceased,"

Which he was instructed to report without amendment.

The report of the committee of the Whole in relation to the bill mentioned first, and also, in relation to the one mentioned therein. was agreed to, and

The bill first mentioned, together with the amendments thereto, Were ordered to be engrossed and read a third time to-morrow. The bill mentioned last in the report,

Was ordered to a third reading on to-morrow.

Mr. Lucas moved,

That the Senate disagree to the report of the committee in relation to the bill mentioned second in the report, viz:

"A bill to pay jurors."

The question, will the Senate disagree to that part of the report of the committee?

Was determined in the affirmative as follows:

Ayes-Messrs. Campbell, Dawson, Deguire, Goforth, Jones of Cooper, Lucas, Rawlins, Sterigere, Valle, Vanarsdall, Walsh and Williams-12.

Nays-Messrs. Ashby, Byrd, Gorham. McClelland, McDaniel, Montgomery, Robison, Smith and Thompson-9.

Messrs. Jones of like and Weaver absent sick.

Mr. Lee absent.

Message from the House of Representatives by Mr. Ralls.

MR. PRESKENT:-The House of Representatives have concurred in the passage of a bill from the Senate, entitled

"An act for the relief of Ezra Fox." And

It is herewith returned.

On motion

The Senate adjourned.

FRIDAY, JANUARY 6, 1837.

The Senate met pursuant to adjournment.

Mr. Thompson presented a petition of Robert Pogue and others, praying the passage of a law, to enable Jacob and Joseph Groom, infant heirs of Jacob Groom deceased, to make lawful deeds of con veyance of their parts of a tract of land, which belenged to the heirs of said Jacob Groom deceased, the interest of all of which the said petitioner has purchased, except that of the two infants above referred to, which

On his motion,

Was referred to the committee on Civil Judicature.

Mr. Montgomery from the joint committee on Enrolled Bills, reported as truly enrolled, bills entitled,

"An act to incorporate Kemper College."

"An act entitled an act supplementary to an act concerning patrols,"" and

"An act for the relief of Ezra Fox.”

Mr. Montgomery from the same committec, also reported that the committee had presented to the Governor for his approval,

"An act to organize the counties of Livingston, Macon, Taney and Linn."

Mr. Jones of Cooper from the committee on Engrossed Bills, reported as truly engrossed,

"A bill to legalize the acts of the county courts, commissioners of county seats and commissioners of county buildings."

On motion of Mr. Smith,

The several bills now before the Senate, to authorize the construction of Rail-roads, and to incorporate companies for that purpose,

Were referred to a select committee.

Messrs. Dawson, Lucas, Byrd, Goforth and Deguire, were ap pointed that select committee.

"A bill to pay judges and clerks of elections." Was read a second time-and

Committed to a committee of the Whole House.

An engrossed bill from the House of Representatives entitled "An act for the relief of the heirs of Daniel Doren deceased," and "A bill to legalize the acts of county courts, commissioners of county seats and commissioners of county buildings,"

Were severally read a third time and passed.

Ordered that the title of the last mentioned bill be

"An act" &c. as aforesaid,

A message from the House of Representatives, by Mr. Ralls.

MR. PRESIDENT:-There have been introduced into the House of Representatives, bills entitled

"A bill for the relief of John Moore."

"A bill for the relief of Chapel Carstarphen."

"A bill to organize the connty of Barbour."

"A memorial to Congress asking the establishment of an additional superintendency of Indian affairs, near the western frontier of this state," and

"A bill to build a bridge across Loutre creek."

The House have passed bills entitled,

"A joint resolution for the relief of Charles J. Drury." "An act for the relief of the clerk of Carroll county."

"An act for the relief of persons and their children, who have heretofore been, or may hereafter be, divorced by the Legislature," and

"A memorial to Congress on the subject of improving the navigation of Grand river."

The House has concurred in the passage of bills from the Senate entitled,

"An act to establish the permanent seat of justice in the county of Benton."

"An act to incorporate the Merrimac Academy, and for other purposes."

Which are herewith returned.

The Speaker of the House has signed enrolled bills, entitled
