The House has passed a bill entitled,

"An act supplementary and amendatory to an act entitled, an act to authorize the sale of the St. Louis Commons."

Which are herewith submitted for the action of the Senate.

Mr. Montgomery from the joint committee on Enrolled Bills, reported that the committee had examined and found truly enrolled, "A bill entitled, an act for the relief of Carroll county."

Mr. Montgomery gave notice, that he would on to-morrow ask leave to introduce a bill to organize the county of St. Clair.

Mr. McClelland gave notice, that he would on to-morrow ask levae to introduce a bill to attach a small part of the northwest corner of the county of Van Buren to the county of Jackson. §

Mr. Thompson asked leave of absence for Mr. Lucas, for the balance of the session, after to-morrow,

Which was granted by the Senate.

"A bill to establish a state road from the City of Griswold to Herculaneum,"

Was read a second time, and was ordered to be engrossed, and It passed to third reading.

On motion of Mr. Byrd,

A bill from the House of Representatives, entitled,

"An act to incorporate the Southern Rail Road Company,"

Was taken up, and

On motion of Mr. McDaniel,

It was recommitted to a committee of the Whole House. On motion of Mr. Valle,

"A bill to incorporate the Mine a'Lamotte and Mississippi Rail Road Company," and

"A bill to construct the Mississippi and Iron Mountain Rail Road,” Were taken up, and

They were severally recommitted to a committee of the Whole House.

An engrossed bill from the House of Representatives entitled, "An act supplementary and amendatory to an act entitled, an act to authorize the sale of the St. Louis Commons,"

Was read a first time, and

It passed to a second reading.

On motion of Mr. Lucas,

The report of the committee of the Whole in relation to a bill giving certain powers to the mayor, aldermen and citizens of the City of St. Louis,"

Was taken up and agreed to by the Senate, and

On his motion,

The bill was recommitted to a committee of the Whole House. On motion of Mr. Jones of Cooper,

The Senate resolved itself into a committee of the Whole House, on the orders of the day, Mr. Goforth in the chair, and after

some time spent therein, the committee rose and the chairman reported that the committee had considered

A bill from the House of Representatives for the relief of James H. Birch, and had instructed him to report it to the Senate without amendment. Also,

A bill from the House of Representatives entitled,

"An act to incorporate the Marion City and Missouri Rail Road Company"-and

Had instructed him to report to the Senate that the committee had made some progress in the consideration of said bill, but asked leave to sit again on it.

Which was granted, and

The report in relation to the bill first mentioned therein,

Was agreed to, and the bill was ordered to a third reading on to-morrow.

Message from the House of Representatives, by Mr. Ralls.

MR. PRESIDENT.-The House of Representatives have this day passed bills entitled,

"An act to incorporate the Salt river Navigation Company." "An act to incorporate the St. Louis Insurance Company."

"An act to incorporate the Farmers and Mechanies Insurance Company of St. Louis."

"An act to amend an act, entitled, an act to incorporate the Marine Insurance Company of St. Louis."

"An act for the relief of Chapel Carstarphen."

"An act for the relief of John Moore of Scott county."

All of which are herewith submitted for the action of the Senate. The Speaker of the House has this day signed an enrolled bill entitled

"An act for the relief of the Clerk of Carroll county."

Which is herewith submitted for the signature of the President of the Senate.

The president signed said bill, and it was delivered to the committee on Enrolled Bills, to be presented to the Governor for his ap- · proval and signature.

Mr. Jones of Cooper reported as truly engrossed,

"A bill to establish a state road from the city of Griswold to Herculaneum."

On motion of Mr. Weaver,

The Senate resolved itself into a committee of the Whole House on the orders of the day, Mr. Goforth in the chair, and after some time spent therein, the committee rose and the chairman reported that the committee had resumed the consideration of a bill from the House of Representatives, entitled,

"An act to incorporate the Marion City and Missouri Rail Road Company," and

Had also considered bills from the House of Representatives entitled,

"An act to incorporate the Rocheport Rail Road Company," and "An act to incorporate the Southern Rail Road Company," Had instructed him to report each of said bills with divers amend

ments.

The report of the committee of the Whole was agreed to by the Senate, and the amendments to each of said bills

Were ordered to be engrossed, and with the bills to which they were made,

Were severally ordered to a third reading on to-morrow.
On motion,

The Senate adjourned.

THE Senate met pursuant to adjournment.

Mr. Jones of Cooper from the committee on Engrossed Bills, reported as truly engrossed,

"Amendments made by the senate to a bill from the House of Representatives, entitled 'an act to charter the Rocheport and Columbia Rail Road Company.

"An act to incorporate the Southern Rail Road Company of Missouri," and

"An act to incorporate the Marion City and Missouri Rail Road Company."

Mr. Montgomery from the joint committee on Enrolled bills, reported as truly enrolled, a bill entitled,

"An act supplementary to an act to organize the counties of Livingston, Macon, Taney and Linn.

Mr. Montgomery from the same committee, reported that the

committee had presented to the Governor for his approval, a bill entitled

"An act for the relief of the clerk of Carroll county."

Mr. Lee from the committee on the Seat of Government, to which was referred a resolution of the Senate instructing said committee to inquire into the expediency of conveying certain lots to the trustees of the city of Jefferson, for certain purposes, reported

"A bill to donate certain lots to the trustees of the city of Jeffer

son.

Which was read a first time and it passed to a second reading. Mr. Lee from the same committee submitted the following report, to-wit:

The committee to whom was referred a petition of James H. Birch, proposing to build a house, suitable for a capitol for the state, have had the same under consideration, and they think it inexpedient to comply with the proposition of said petioner.

Mr. McDaniel asked and obtained leave to introduce

"A bill to organize Miller county,"

Which was read a first time, and

It passed to a secònd reading.

Mr. Montgomery pursuant to notice, asked and obtained leave and introduced

"A bill to organize the county of St. Clair.

Which was read a first time, and

It passed to a second reading.

Mr. McClelland pursuant to notice asked and obtained leave, and introduced

"A bill to define the southern boundary of Jackson county," Which was read a first time-and,

It passed to a second reading.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT-There have been introduced into the House of Representatives,

A bill to incorporate the St. Louis Floating Dock and Insurance company."

The Speaker of the House has signed an enrolled bill, entitled "An act supplemental to an act to organize the counties of Livingston, Macon, Taney and Linn,"

Which is herewith submitted for the signature of the President of the Senate.

The President signed said bill and it was delivered to the committee on Enrolled bills, to be presented to the Governor for his appro. val and signature.

Messrs. Deguire, Valle and Williams, absent.

Was read a third time and passed,

Ordered that the title be,

"An act" &c. as aforesaid.

An engrossed bill from the House of Representatives, entitled, "An act to charter the Rocheport Rail Road company,"

Was read a third time with the engrossed amendments made to it by the Senate.

Mr. Byrd moved.

To amend the bill by way of ryder, by striking out of the twentysecond section, all after the word "same" in the sixth line of said section, and inserting in lieu thereof, where any person owns land on both sides of said Rail Road, the company owning said Rail Road, shall be required to keep a good causeway, for any person to cross said road with a team or otherwise, and to keep the same in good repair.

The ryder was read a first time,
Objections being made thereto,

The question shall the ryder be rejected?

Was decided in the negative.

The ryder was read a second time and was considered as engrossed-and,

Was read a third time, and

The bill with the amendments and ryder passed.

An engrossed bill from the House of Representatives entitled, "An act to incorporate the Marion city and Missouri Rail Road Company,"

Was read a third time.

Mr. Robison moved,

To amend by way of ryder, by adding as an additional section, "When any individual owns land on both sides of said Rail Road, it shall be the duty of said Company to make and keep in good repair, a good causeway for any person or persons to cross said road with a team or otherwise.

The ryder was read a first time
