An engrossed bill from the House of Representatives, entitled "An act to survey and mark out a state road from Elkhorn by way of Plattsburg, to the western boundary line of the state,”

Was taken up, and

It was ordered to a third reading on to-morrow.

Mr. McDaniel asked and obtained leave to introduce

"A bill to incorporate the Lagrange and Monticello Rail Road Company,"

Which was read a first time.

On motion of Mr. Weaver,

The rule which requires bills to be read on three several days, was dispensed with, and

The bill was read a second time, and was

Committed to a committee of the Whole House.

THE Senate met pursuant to adjournment.
Message from the House of Reprosentatives by Mr. Ralls.

MR. PRESIDENT.-The House has receded from their disag eement to the amendments of the Senate, to a bill from the House entitled,

"An act to establish judicial circuits and districts and to prescribe the times and places of holding courts."

Mr. Montgomery from the joint committee on Enrolled Bills, reported that the committee had examined and found truly enrolled bills entitled,

"An act to establish judicial circuits and districts and to prescribe the times and places of holding courts."

"An act to charter the Rocheport Rail Road Company."

"An act to incorporate the Marion City and Missouri Rail Road Company."

On motion of Mr. Vanarsdall,

The Senate took a recess, subject to the call of the chair.

The chair called to order.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT The House of Representatives, have passed a bill from the Senate entitled,

"An act to incorporate he Union Insurance Company of Saint Louis," with amendments,

In which the concurrence of the Senate is requested.

The Speaker of the House of Representatives has this day signed enrolled bills entitled,

"An act to establish judicial districts and circuits and to prescribe the times and places of holding courts."

"An act to charter the Rocoeport Rail Road Company." And "An act to incorporate the Marion City and Missouri Rail Road Company,"

All of which are herewith submitted for the signature of the President of the Senate.

The President signed said bills, and they were delivered to the committee on Enrolled Bills, to be presented to the Governor for his approval and signature.

Message from the House of Representatives by Mr. Ralls:

MR. PRESIDENT.-It has become my duty under the direction of the Speaker of the House of Representatives to announce to the Senate, the decease of HARDY ALLARD, Esqr. late a represen tative from the county of Wayne, and that the House has unanimously adopted the following resolutions:

1ST. Resolved unanimously, That the members of the House, as a mark of respect for the memory of Hardy Allard, Esqr. late representative of Wayne county, will wear crape on the left arm, during the remainder of the session, and that the members of the Senate be requested to unite with this House in attending his funeral on tomorrow, (to-day) at three o'clock P. M. from his late residence at Mr. McLain's.

2nd. Resolved, That the Speaker be requested to appoint a committee of seven, to arrange the order of procession and superintend the funeral.

3rd. Resolved, That the Speaker be requested to communicate to the bereaved family of the deceased intelligence of this melancholy event, and a copy of the foregoing resolutions.

Messrs. Hunter, Netherton, Ellison, Smith of Washington, Bradshaw and Thornton, were appointed that committee.

Mr. Ashby offered the following resolution, which was unanimously adopted.

Resolved, That the Senate adjourn until Monday next, in order to attend the furneral of the Honorable Hardy Allard, deceased.

MR. PRESIDENT.-The House of Representatives have concurred in the amendments made by the Senate to bills from the House entitled,

"An act to incorporate the Insurance Company of St. Louis."

And

"An act to incorporate the Louisiana and Columbia Rail Road Company."

Except the amendment to the last mentioned bill, so far as that amendment relates to tolls to which the House has disagreed.

The bill and amendments are herewith returned. The House has passed bills from the Senate, entitled, "An act for the benefit of Peter A. Laforge.”

"An act to define the southern boundary of Jackson county." With an amendment to the one last mentioned,

In which the concurrence of the Senate is requested.

There have been introduced into the House of Representatives, bills entitled,

"A bill to incerporate the Hannibal and New London Turnpike Company."

"A bill to incorporate the trustees of the Hannibal Academy." "A bill for the relief of Valentine Heifner."

"A bill to incorporate the Osage Mining and Smelting Company." "A bill to prevent the circulation of counterfeit coin."

"A bill to charter the Camden steam saw and grist Mill Company." "A bill to charter the Herculaneum Bridge Company, in the county of Jefferson."

"A bill amendatory to an act entitled, an act to regulate the treasury department."

The House has passed a bill entitled,

"An act for the relief of Valentine Heifner."

Which is herewith submitted for the concurrence of the Senate. The Speaker of the House of Representatives has this day signed an enrolled bill entitled,

"An act to incorporate the Southern Rail Road Company of Mis

souri."

Mr. Campbell from the committee on Engrossed Bills, reported that the committee had examined and found truly engrossed, "A bill to donate certain lots to the City of Jefferson."

"A bill supplementary to an act respecting the Road and Canal Fund."

On motion of Mr. Goforth,

Leave was granted to William McCawley to withdraw a petition. resented by him and now on file in the office of the Secretary of

the Senate.

Mr. Sterigere asked and obtained leave and introduced

"A bill to amend an act, entitled an act to provide for levying, assessing and collecting the revenue."

Which was read a first time, and

It passed to a second reading.

Mr. Vanarsdall gave notice, that he would on to-morrow ask leave to introduce,

"A bill to perpetuate the law authorising the county courts to assess and collect a school tax, for the support of Common schools. Mr. weaver asked and obtained leave and introduced

"A bill for the relief of Thomas Shannon,"

Which was read a first time.

Read a third time to-morrow.

"A resolution allowing costs which accrued in the trial of a slave." And

"A bill to pay persons therein named.”

Were severally read a second time, and

Committed to a committee of the Whole House.

"A bill to incorporate the Liberty Hotel Company,”

Was read a second time, and was ordered to be engrossed, and Read a third time on to-morrow.

Engrossed bills from the House of Representatives, entitled "An act to incorporate the St. Louis Gas Light Company," and "An act respecting Constables,"

Were severally read a third time and they passed.

"An act for surveying and marking out a state road from Elkhorn, by Plattsburg to the western boundary line,”

Was read a third time.

Mr. Weaver moved

To amend the bill by way of ryder, by adding in the second section, after the words chain carriers "each overseer and hand, the sum of seventy-five cents per day, for every day they may actually be employed in cutting and clearing out said road, to be paid out of the unappropriated three per cent. fund belonging to the counties through which said road may pass.

Which was read a first time. Objections being made thereto,

The question, shall the ryder be rejected?

Was determined in the negative.

The ryder was read a second time, and was ordered to be engrossed, and

Was read a third time,

Mr. Valle moved a reconsideration of the vote by which the above ryder was ordered to be engrossed, and was ordered to a third reading.

Which motion was decided in the affirmative.

The question then recurred, shall the ryder be ordered to be engrossed and read a third time?

Which was determined in the negative as follows:

Ayes-Messrs. Deguire, Goforth, Rawlins, Walsh, Weaver and Williams-6.

Nays-Messrs. Ashby, Byrd, Campbell, Dawson, Jones of Cooper, Jones of Pike, Lee, McClelland, McDaniel, Montgomery, Robison, Smith, Sterigere, Thompson, Valle and Vanarsdall—16.

Mr. Vanarsdal moved

To amend the bill by way of ryder, by striking out all from the
