On motion,

A bill to incorporate the Upper Mississippi Insurance Company, Was laid on the table:

An engrossed bill from the House of Representatives, to incorporate the trustees of the Richmond Academy, was taken up and passed to a third reading.

An engrossed bil from the House of Representatives to change the names of certain children therein named, and for other purposes, was read a first time and ordered to a second reading-also,

An engrossed bill from the House entitled,

"An act to incorporate the Marine Insurance Company of St. Louis,"

Was read a first time, and ordered to a second reading.

Mr. Goforth presented a memorial of Augustus Jones, praying that a company which was incorporated by an act of the General Assembly, approved March 16th, 1835, to make a McAdamized Turnpike road from the town of Caledonia, in Washington county, to the Mississippi river, be permitted by the present legislature, to make said road after the manner of ordinary rail roads,

Which, on motion,

Was referred to the committee on internal improvements.
On motion of Mr. Robison,

Resolved, That the committee on internal improvements be instructed to inquire into the expediency of making an appropriation for bulding a bridge at or near the mouth of Ceder creek, in Callaway county, and that they report by bill or otherwise.

Mr. Ashby gave notice that, on to-morrow, he would move to amend the rules adopted for the government of the Senate during the present session.

On motion of Mr. Robison,

The communication of the State Treasurer was taken up.

Mr. Jones of Pike moved,

That five hundred copies of the report of the State Treasurer, and five hundred copies of the report of the Auditor of Public Accounts, be printed.

Mr. Ashby moved,

To amend by adding, that five hundred copies of the report of the Warden of the Penitentiary, and five hundred copies of the report of the committee appointed by the Governor to settle with the Auditor and Treasurer be printed, on condition that the printer will furnish the number of copies of each of the above named reports, on the terms on which he has agreed to furnish extra copies of such documents.

Which motion as amended was agreed to.

Mr. Ashby presented the petition of James A. Crump, James Logan, and John W. Wells, setting forth the necessity of establishing a steam ferry boat on the Missouri river at the City of Jefferson, and

proposing to have one in operation by the first day of December next, provided the General Assembly will grant to them the right to the thoreof the river aforesaid for the term of fifteen years.

Which was,

On his motion,

Referred to the committee on the Seat of Government.

The following is the report of the Treasurer of the State, which was transmitted to the Senate by the Speaker of the House of Representatives.

TRESURER'S OFFICE: STATE OF MISSOURI,

City of Jefferson, November 26, 1836.

THE HONORABLE MEMBERS OF THE SENATE, AND OF THE

HOUSE OF REPRESENTATIVES, OF THE STATE OF MISSOURI:

The undersigned has the honor of presenting to the consideration of the General Assembly, a statement of the existing situation of the finances of the State, as drawn from the books of the Treasury, and illustrated by the following exhibition of the receipts into, and disbursments from said Treasury, during the two fiscal years, commencing with the 1st day of October, A. D. eighteen hundred and thirty four, and ending with the thirtieth day of September, eighteen hundred and thrty-six.

There was a balance in the Treasury on the 1st day of October, 1834, composed of the funds of the State, available at that date, amounting to *$44,115 10, which being added to the total amount of all sums received into the Treasury during the two preceding fiscal years, (say) 198,050 39, will constitute the total amount of all sums of money which have been in the hands of the undersigned Treasurer during the aforesaid period, $242,165 49: if from this aggregate there be deducted the whole amount of the expenditure out of all the funds during the aforesaid period, to wit; 161,887 94, the balance remaining will be the amount of available funds in the Treasury, and due by the Treasurer to the State on the 1st of October last $80,277 55. Which said balance is constituted by the addition of the several amounts due to the respective funds, as underwritten: To the Revenue Fund,

Which said several balances are proven to be just by the underwritten statement, of Receipts and Expenditures,

set opposite each other, and opposite each particular fund.

The above sum of 10,000 in the first column of Revenue, and the 23,113,07 in the second column, were transferred from the Seminary Fund, to the revenue fund, by the Governor's warrants, issued according to law.

Exhibit No. 2, shows the sum expended out of each fund, and under each head of appropriation of the Revenue fund.

Exhibit No. 3 and 4, show the situation of each particular fund, seperately considered.

No. 5, will show the amount of balance due to the several counties, of Road and Canal Fund.
