THE Senate met pursuant to adjournment.

Mr. Lee from the committee on the seat of government, submitted the following report.

The committee on the Seat of Government, to whom was referred a petition of H. H. Colgen, have had the same under consideration, and have directed me to report that they believe the prayer thereof ought not to be granted. Also

The same committee, to whom was referred a petition of James A. Crump and others, have directed me to report a bill which is herewith submitted.

A bill to authorize James A. Crump and others, to keep a ferry at the city of Jefferson.

Was read a first time and passed to a second reading.

Mr. Jones of Cooper, from the committe on engrossed bills, reported as truly engrossed,

A bill to charter the Missouri Iron Company.

On motion of Mr. Ashby,

The committee of the Whole House, was discharged from the further consideration of Bills for the organization of new counties, and they were,

Referred to a select committee of Messrs. Ashby, McDaniel, Gorham and Weaver.

A message from the House of Representatives by Mr. McCullock, Enrolling Clerk thereof.

MR. PRESIDENT-The House of Representatives, on the 7th inst., indefinitely postponed.

"A bill supplemental to an act concerning contracts and promises. The house have disagreed to the amendment made by the Senate, to the bill which originated in the House, entitled,

"An act to incorporate the Marine Insurance Company of St. Louis."

The bill and amendments are herewith returned for the re-consideration of the Senate.

The speaker of the House of Representatives has signed bills entitled,

"An act to provide for the organization of counties hereafter established."

"An act for the relief of J. N. Henderson collector of Cape Girardeau county."

"An act for the relief of Andrew Jamison and James H. Relph." All of which are herewith submitted for your signature.

Mr. President signed said bills, and they were delivered to the committee on Enrolled Bills, to be presented to the Governor for his approval.

An act regulating the appointment of collector for St. Louis coun

An act providing for the pay of James B. Bowlin, for services rendered the State,

Were severally read a second time and passed to a third reading. Engrossed bills from the House of Representatives, entitled,

An act to declare the assent of this State to the extension of the western boundary.

An act declaring certain county roads a part of the state road. A resolution reported by the committee to whom was referred the petition of Lewis Franklin and others,

Were severally read a second time, and

Committed to a committee of the Whole House.

An engrossed bill to charter the Missouri Iron Company,
Was read a second time and passed.

Ordered, That the title thereof be

"An act" &c. as above..

The Senate proceeded to reconsider the amendments made by them to the bill, to incorporate the Marine Insurance Company of St. Louis.

The question was, shall the Senate recede from their amendments? Which was decided in the negative.

On motion of Mr. Campbell,

The Senate resolved itself into a committee of the Whole House, Mr. Robison in the chair, and after some time spent therein the committee rose, and the chairman reported,

That the committee had considered,

A bill regulating proceedings on writs of mandamus—and, A memorial to Congress on the Public Lands,

And had instructed him to report each without amendment, On motion,

The bill regulating proceedings on writs of mandamus,

Was laid on the table.

Mr. Robison moved

To amend the amendment, by striking out of it the words "any company," where they first occur.

Mr. Weaver moved,

To amend the memorial by striking out the words "or company" in the next line, which was accepted by Mr. Robison, and the amendment agreed to-and,

On motion of Mr. Robison,

The memorial was laid on the table.

Mr. Ashby offered a joint resolution to allow collectors six and one fourth cents for each hundred words, for making out their ab

stracts, which they return to the Auditor of Public Accounts.

Which was read a first time and passed to a second reading. Mr. Montgomery from the joint committee on Enrolled Bills reported,

That the committee had presented to the Governor, for his approval, bills of the following titles, to wit:

"An act for the relief of J. N. Henderson, collector of Cape Girardeau county."

"An act for the relief of Andrew Jamison and James H. Relph." -and,

"An act to provide for organizing new counties hereafter established."

On motion of Mr. Jones of Pike,

The Senate resolved itself into a committee of the Whole House, Mr. Jones of Pike in the chair, and after some time spent therein, the committee rose, and the chairman reported,

That the committe had considered,

"A resolution reported by the committee to whom was referred a petition of Lewis Franklin and others-and.

"A bill to declare the assent of this State to the extension of the Western Boundary."

And had instructed him to report, both the resolution and bill without amendment.

The Senate agreed to the report, and the resolution and bill were severally,

Ordered to a third reading.

On motion of Mr. Jones of Pike,

The report of the committee of the Whole in relation to a bill, to incorporate the Upper Mississippi Insurance Company,

Was taken up,

And considered by the Senate-and,

On his motion, the report of the committee of the Whole,
Was disagreed to,

The question shall the bill be engrossed and read a third time,
Was decided in the affiramtive.

Mr. Ashby gave notice, that on Monday next he would ask leave to introduce,

"A bill to give a premium for wolf scalps.

On motion,

The Senate adjourned.

SATURDAY, DECEMBER 10, 1836.

THE Senate met pursuant to adjournment.
On motion of Mr. Ashby,

A call of the House was ordered-and

Messrs. Ashby, Byrd, Campbell, Goforth, Gorham, Jones of Cooper, Jones of Pike, McClelland, Montgomery, Smith and Walsh, answered to their names.

Mr. Thompson absent sick.

Messrs Vanarsdall and Sterigere, absent with leave.

Messrs. Dawson, Deguire, Lee, Lucas, Rawlins, Robison, Valle, Weaver, and Williams, absent.

Whereupon, there not being a quorum present, Mr. President directed the Door Keeper to request the attendance of the absent members,

Which was done.

Message from the House of Representatives by Mr. Ralls.

MR. PRESIDENT-There have been introduced into the House of retentatives bills entitled,

"A bill to divorce Wade Lepscomb and Elizabeth his wife." "A bill for the relief of Ammon Knighton"—and,

"A resolution for the relief of James Arnold."

The Speaker of the House has signed an enrolled bill, entitled, "An act to incorporate the Richmond Academy."

Which is herewith submitted for your signature.

Mr. President signed said bill and it was delivered to the committee on Enrolled Bills, to be presented to the Governor for his appro

val.

Mr. Lucas gave notice, that he would on Wednesday next, ask leave to introduce a bill to amend

"An act establishing inspectors of tobacco."

A joint resolution to allow collectors six and one fourth cents, for every hundred words in making out the abstracts, which they return to the Auditor of Public Accounts,

Was read a second time, and

MR. PRESIDENT:-There have been introduced into and passed in the House of Representative a bill entitled,

"An act appropriating monies for defraying the expenses of gov

ernment."

Which is herewith submitted for the concurrence of the Senate.

An engrossed bill from the House of Representatives, entitled, "An act appropriating money for defraying the expenses of government,"

Was read a first time and passed to a second reading.

An engrossed bill from the House of Representatives to pay James B. Bowlin, for services rendered the State,

Was read a third time.

Mr. Smith moved

To amend the bill by way of ryder, by striking out the preamble. The ryder was read a first and second time-and,

On motion of Mr. Ashby,

Was considered as engrossed, and

Was read a third time—and,

The bill together with the ryder passed.

An engrossed bill from the House of Representatives to regulate the appointment of collector of St. Louis county,

Was read a third time—and,

On motion of Mr. Ashby,

Was laid on the table.

An engrossed joint resolution from the House of Representatives, appropriating money to Lewis Franklin and others,

Was read a third time and passed.

On motion of Mr. Jones of Cooper,

The Senate resolved itself into a committee of the Whole House, Mr. Byrd in the chair, and after some time spent therein, the committee rose and the chairman reported that the committee had considered,

A bill declaring certain roads a part of the state road, and

A bill to declare the assent of this state to the extension of the western boundary, and

Had instructed him to report each without amendment. Also, A bill to authorize James A. Crump and others to keep a ferry at the City of Jefferson,

He was instructed to report, that the committee had made some progress in the consideration of the last mentioned bill,

And asked leave to sit again thereon.

Which was granted by the Senate.

The Senate then agreed to the report of the committee of the
