CHAPTER 168.

APPROPRIATION-STATE UNIVERSITY.

AN ACT making an appropriation for the support and maintenance of the University of Oklahoma for the biennial period ending June 30, 1917.

Be It Enacted By the People of the State of Oklahoma:

Support and Maintenance.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated the sums herein mentioned, in addition to all revenues derived from the section 13 fund and the new college fund, or so much thereof as may be necessary, for the support and maintenance of the University of Oklahoma, as follows:

Section 2. The State Auditor shall issue warrants upon the State Treasury for such portions of the amounts appropriated in section 1 hereof as may be found to be due upon auditing the respective claims in favor of the persons to whom such claims are issued; provided, that all claims and accounts against the State shall be sworn to as true and correct accounts before being audited.

AN ACT providing for nominations by political parties of candidates for any county, district or state office and for the United States Senate and for ongress and providing what candidates shall be deemed nominated and to whom certificate of nomination shail be issued; and declaring an emergency."

Be It Enacted By the People of the State of Oklahoma:
Per Cent of Vote In Primary to Maintain Party Identity.

Section 1. "No candidate of any political party for nomination for any state, district or county office or for the United States Senate or for Congress shall be deemed nominated at any primary election held in the state, or in any district or county, and no certificate of nomination shall be issued to any such candidate, and the name of any such candidate shall not be printed on the official ballot at the general election as the nominee of such political party, unless there is cast at such primary election for all of the candidates for each such state, district, or county office, or for the United States Senate or for Congress, of the political party of which he is a candidate for nomination, at least twenty-seven (27) per centum of all the votes cast for the candidate of such political party for Governor in the state, or in such district or county at the next preceding general election at which the Governor of the state was elected; and in such case, such political party shall not be entitled to have the name of any candidate for such state, district or county office, or for the United States Senate, or for Congress, printed upon the official ballot for the general election. This act shall not apply to candidates for township or school district officers or candidates for offices in cities of the first class or towns, or to candidates for presidential electors; and shall not apply to any political party having had no party organization in the state at the general election next preceding said primary election.

Emergency.

Section 2. It being immediately necessary for the

preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.

CHAPTER 170.

APPROPRIATION-EASTERN HOSPITAL FOR INSANE.

AN ACT making an appropriation for an additional building to be erected at the Eastern Oklahoma Hospital for the Insane at Vinita, Oklahoma.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Building.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwsie appropriated the sum of fifty thousand dollars ($50,000.00) for the erection of a fire proof building for the Eastern Oklahoma Hospital for Insane, located at Vinita, Oklahoma.

CHAPTER 171.

APPROPRIATION AGRICULTURAL AND MECHANICAL COLLEGE. AN ACT providing for the support and maintenance of the Oklahoma Agricultural and Mechanical College at Stillwater, Oklahoma, and making an appropropriation therefor.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Support and Maintenance.

Section 1. There is hereby appropriated out of the State Treasury the sum of eighty-nine thousand six hundred ($89,600.00) dollars, or so much thereof as may be necessary for the support and maintenance of the Oklahoma Agricultural and Mechanical College at Stillwater, Oklahoma, for the fiscal years beginning July 1, 1915, and ending June 30, 1917, to be expended for the fiscal years as follows:

Support and maintenance for the year 1916..
Support and maintenance for the year 1917..

How Paid-Claims.

-$ 8,000.00 81,600.00

Section 2. The State Auditor shall draw warrants upon the State Treasury for such portion thereof as may be found to be due upon auditing the respective claims in favor of the person or persons to whom such claims are allowed. Provided, that all of such claims and accounts shall be sworn to as true and correct and shall have been approved by the Board of Regents in open session.

CHAPTER 172.

APPROPRIATION-HOSPITAL FOR INSANE, SUPPLY.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Ward Building.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, the sum of twenty-five thousand dollars ($25,000.00), or so much thereof as may be necessary, for the purpose of constructing, erecting and equipping cottage or ward buildings for the Hospital for the Insane at Supply, Oklahoma, said money herein appropriated to be expended under the jurisdiction of the State Board of Public Affairs and the State Lunacy Commission.

CHAPTER 173.

HIGHWAYS-GENERAL LAW-DEPARTMENT OF HIGHWAYS.

AN ACT creating a department of highways and relating to roads and highways, repealing chapter 105, of the Session Laws of 1910-11, and section 7581, of the Revised Laws of Oklahoma, 1910.

Be It Enacted By the People of the State of Oklahoma:

Department of Highways.

ARTICLE 1.

Section 1. The Department of Highways is hereby created and shall be located at the state capital and properly furnished and provided for by the State Board of Public Affairs.
