No. LXXVI.

"to,' opposite the name of every such person on the margin of such "list; and the said Magistrate or Secretary, as the case may be, shall sign such list, and shall cause a sufficient number of copies "of such list to be written or printed, and to be fixed on or near "the doors of all the Churches, Chapels, and Police Stations within "his district, on the two Sundays next after such list shall have been "made, and the said Magistrate or Secretary, as the case may be, "shall likewise keep a true copy of such list, to be perused by any person without payment of any fee, at all reasonable hours during "the first two weeks after such list shall have been made and pub"lished as aforesaid."

3. The twenty-fifth section of said Ordinance No. 15, of the year Section 25 of 1849, shall be, and the same is hereby repealed, and instead of the said 1849 repealed; last mentioned section so repealed, the following shall be the twentythe Registrar fifth section of said Ordinance :-" And be it enacted, that from the of the County "lists so transmitted, the Registrar aforesaid, according to the best " of his knowledge and belief, shall, on or before the twenty-first day of January, of the year 1856, and of each succeeding year, 68 prepare and make out for each of the Electoral Divisions, in alpha"betical order, a correct list of every person who shall be qualified "and entitled to vote upon and for the election of any Member of "the respective Colleges aforesaid, with the Christian name and "surname of such person written at full length, the true place of "abode of such person, and the nature of the qualification of every "such person, and if his qualification shall be in respect of any "immoveable property, then the situation of such property and the "nature of the interest of any such person therein."

4. 5. This Ordinance shall form part and parcel of Ordinance No. 15, of the year 1849; and this Ordinance and Ordinance No. 15, of the year 1849, shall be construed together as one and the same Ordinance.

AN ORDINANCE FOR REGULATING THE HARBOUR OF GEORGE. [Ord. 22anno TOWN, DEMERARA.

Enacted 11th October, 1855, published the 17th following,

WHEREAS at a Meeting of the Governor and the Court of Preamble.

Policy with the Financial Representatives in Combined Court assembled, held on Wednesday the 30th May last, it was resolved as follows:-"That His Excellency the Governor and the Honorable

"Court of Policy be requested to pass an Ordinance reducing the "rates now paid for fees to the Harbour-Master in a ratio of not more than one-fifth, and a further reduction to take effect on the "decease of Mr. HERBERT CASTLE SOUTHEY of one-half of the "present rates, and that all such reduced fees be paid over to the Colo"nial Receiver-General for the benefit of the Colony:" And whereas it is necessary to revise the existing Regulations for the Port and Harbour of Demerara, and for that purpose to repeal an Act intituled "An Act for regulating the Port and Harbour of Demerara," passed on the 3rd November, 1826; and also to repeal, so far as it relates to Demerara and Essequebo, the Ordinance No. 10, of the year 1837, intituled "An Ordinance to reduce hereafter the fees of "the offices of the Harbour-Master both at Demerara and Essequebo, "and also at Berbice :" Be it therefore enacted by His Excellency the Governor of British Guiana, by and with the advice and consent of the Court of Policy thereof, as follows:

1. The limits of the Harbour of Georgetown shall be the followHarbour limits ing :-Between a line drawn in a northwesterly direction from the north west angle of Fort William Frederick to the extent of two miles, thence due south until it strikes the land; and another line drawn across the River Demerara from the southern boundary of Plantation La Penitence on the east bank to the southern boundary of Plantation Klien Pouderoyen on the west bank of the said river. The jurisdiction of the Harbour-Master shall extend to high water mark on both banks of the river.

2. The Governor shall appoint some fit and competent person to be Harbour-Master; the Governor may also remove any person so appointed, and appoint some proper person in the room of any person so removed, or in the room of any Harbour-Master dying, resigning, or becoming incapable of performing the duties of his office; and every person so appointed shall receive the salary assigned to the office of Harbour-Master by the Governor and Court of Policy with the Financial Representatives in Combined Court assembled.

3. The Harbour-Master shall have an office in such place as Harbour Mas- shall be appointed by the Governor; he shall keep a correct journal of every thing occurring in his department; he shall keep a good

and sufficient boat carrying a distinguishing flag by which she may be known at all times, and manned by a proper crew to enable him to perform his duties; and he shall visit the shipping at least once every day, and take care that all vessels are properly moored or made fast to a stelling.

4. Every vessel arriving from beyond the limits of the Colony As to visiting shall be visited by the Harbour-Master: if arriving between sunset Harbour Mas. and sunrise, at some time before seven o'clock on the succeeding morning or if arriving between sunrise and sunset, within two hours after she brings to off Fort William Frederick; and the HarbourMaster shall give to the master of each vessel so visited, a printed copy of sections 6, 12, 14, 15, 16, 17, 18, 23, 24, 25, 26, 28, 29, 30, 34,* 35, 36, 38, 41, and 42, of this Ordinance; of sections 2, 3, 4, and 5, of Ordinance 19 of the year 1850; and of section 18 of Ordinance No. 8 of the year 1854, for the guidance of such master during his stay in the Harbour; and the Harbour-Master shall at the same time direct the Pilot where to moor the vessel.

6. 7. 9. The Harbour-Master, under such limitations and conditions Harbour Mas- as may be authorised by the Governor, shall prohibit all persons ter's duty as to Immigrant from visiting any vessel arriving with immigrants imported at the public expense, and from communicating in any manner whatsoever with such immigrants, and shall prevent any immigrant from quitting such vessel, until arrangements have been made by the Immigration Agent-General for the allotment and distribution of such immigrants. Any person committing a breach of the provisions of this section shall be liable on conviction to a penalty not exceeding Forty-eight Dollars.

10.
