royal power was folemnly conferred up-
on him, it is exprefly declared, That
for redress of all grievances, and for a-
mending, Arengthening, and preferving
of the laws, parliaments ought to be weld
frequently, it is fcarce pollible to fup-
pole, that they have, in any relpect, de-
parted from their integrity, falfified
their trust, or fuffered themfelves to fink
into contempt, for want of exerting those
acknowledged powers and privileges in B
behalf of the conftitution,

language, that nobody difputes it; that gentlemen may affert that right whenever they pleafe; and that all they would recommend to them, should be, the choice of a proper time when the ferment at home was wholly compofed; when the troubles abroad were at an end; and when peace was entirely 'reftored; I fhould take leave to reply, That fuch are ever the plausible,but tallacious pretences of men who chufe to obviate a point they date nos directly oppofe; that the ferment at home cza never be wholly compofed till the good correfpondence, antiently held between the king and his leges, without the intervention of minifterial jobters, be revived; that instead of expecting the ruin of our enemies, it ought to be cur first care to prevent cur that when Cour votes and refolutions were the con fequences of honeft enquiries an etik factory evidence, we fhould refume out confiftency, as well as our neighbours and that unless the present posture of of. fairs was thoroughly underflood, È would be impoffible for his My to receive that clear and certain informatics of the sense of his people thereen, which he fo graciously and indulgently requires, and which it is of fo great inportance for him to know.

It is, moreover, obfervable, that neither in this claufe of the declaration of rights, which thus infifts on the necellity, and explains the use of frequent parlia ments, nor in any other, a fyllable of capes, which feems to argue, that at any crifis whatfoever, they were to act only as a court of affiftants to the Treasury; or that he was to be efteemed the best agent for the people, who was the moft adroit at fleecing them to the quick. The minifterial ufe of annual feflions to authorife new modes of oppreflions, and entail poverty and mifery on the people, D mortgaging the common-wealth almoft beyond a poffibility of redemption, was then not only unknown, but unimagined Experience had fhewn, that, by the dint of oeconomy, the ordinary revenue of the crown was more than fufficient for the ordinary charge of government: And when extraordinary de-. mands fhould be made, our Revolution- E patriots reckoned would be the feafon for the redress of grievances, and reinforcing the laws; or, in other words, for reftoring and rettifying the conflitution.

And whatever, till then, unpreceented lengths, king William's parliaments were induced to go, in their conceffions to the crown, and in trafficking away the property of their fellowfubjects, it ought to be confeffed, that they made feveral occafional ftands, as appears by the triennial bill, the difmifion of the dutch guards, the reduction of the army, &c. which can never be men- G tioned with too much respect; as being all conftitutional points, though poflibly fet on foot, for factious purpoles.

Notwithstanding the fervile and fhamelefs compliances of later times, the truftees for the people of England, have fill, then, an induputable right, to fet H on foot this review of the conftitution, which Marbiavel contends for, as a reginen fo effentially neceffary for the prefervation of every politic body.
