Tuesday, January 15, 1907, 10.30 o'clock, A. M. Senate met pursuant to adjournment. Prayer by the Chaplain. Roll called. Members present-Messrs. Barnard, Conner, Hart, Houston, Iliffe, Jester, Lingo, Mendinhall, Miller, Monaghan, Moore, Morrison, Reed Rose, Rowland, Mr. Presiden pro tem. The Secretary was reading the Journal, when on motion of Mr. Sparks, and by unanimous consent, further reading of the Journal was dispensed with. The Journal was approved. On motion of Mr. Barnard, the bill, Senate bill, No. 10, entitled: An Act to amend Chapter 372, Volume 22, Laws of Delaware, being an act entitled, An act for the protection of Black Bass in the fresh water streams and the lakes or ponds within the jurisdiction of Delaware," by changing the time in which it shall be lawful to catch or fish for Black Bass, Was read a first time. On the further motion of Mr. Barnard, Rule 14 was suspended as to this bill. And further on his motion the bill was read a second time, by its title, and referred to the Committee on Fish, Oysters and Game. Mr. Conner from the Committee on Revised Statutes, reported House bill, No. 14, entitled: An act proposing an amendment to Section 4 of Article 5 of the Constitution of this State, by striking out of said section all thereof which requires the payment of money as a qualification to register, Was reported favorably. On motion of Mr. Conner, the bill was read. And, on his further, was adopted. And, further on his motion, the bill as amended was read a third time by paragraphs, in order to pass the Senate. On the question, "Shall the bill pass the Senate ?" The yeas and nays were ordered, which, being taken, were as follows: Yeas-Messrs. Barnard, Conner, Hart, Houston, Iliffe, Jester, Lingo, Mendinhall, Miller, Monaghan, Moore, Morrison, Reed, Rose, Rowland, Mr. President pro tem. So the question was decided in the affirmative, and the bill having received the required constitutional majority, passed the Senate. Ordered that the House be informed thereof, and the bill returned to that body. Mr. Rose gave notice that on to-morrow or some future day he would ask leave to introduce a bill, entitled: An Act to require a uniform assessment of property for county and municipal purposes. Mr. Sparks gave notice that on to-morrow or some future day he would ask leave to introduce a bill, entitled: An Act to prohibit the making or publishing of false or exaggerated statements or publications of or concerning the affairs, pecuniary condition or property of any corporation, joint stock association, co-partnership or individual, which said statements or publications are intended to give, or shall have a tendency to give, a less or greater apparent value to the shares, bonds or property, or any part thereof of said corporation, joint stock. association, co-partnership or individual, than the said shares, honds or property shall really and in fact possess, and providing a penalty therefor. Mr. Conner, on behalf of the Committee on Revised Statutes, to whom had been referred the bill, (House Joint Resolution, No. 4), entitled: Resolution relating to Lieutenant Colonel Harry G. Cavanaugh, United States Army, retired. Reported the same back to the Senate favorably. On motion of Mr. Sparks, the Senate proceeded to vote for United States Senator for the term commencing March 4th, 1907. The vote as above ascertained, having been announced, as follows: For Harry A. Richardson-II votes. For Willard Saulsbury-5 votes. Whereupon, the President of the Senate, declared that Harry A. Richardson having received the constitutional majority of all the votes cast, was the choice of the Senate for United States Senator for the term commencing March 4th, 1907.
