JOURNAL OF THE HOUSE.

WEDNESDAY, JANUARY 6, 1875.

At a meeting of the General Assembly of the State of Illinois, assembled in accordance with the constitution and laws at the capitol, in the city of Springfield, at noon, January 6th, A. D. 1875, being the first session of the Twenty-ninth General Assembly, the following proceedings were had in the House of Representatives.

Hon. George H. Harlow, Secretary of State, in accordance with the provisions of the 9th section, article 4, of the constitution, called the House to order.

Prayer was offered by the Rev. Mr. Gregg.

Upon the roll being called, the following named members answered to their names:

Absent-Patrick W. Dunn, of Peoria county; Hiram W. Hale, of Hamilton county; John H. Halley, of Jasper county; Alexander C. Nelson, of Williamson county; Isaac Smith, of Gallatin county; G. A. Smith, of Madison county; and Robert Theim, of Cook county.

On motion of Mr. Ashton,

E. M. Haines, of Lake county, was elected temporary Speaker.
On motion of Mr. Merritt,

A committee of three, consisting of Messrs. Merritt, Cummings and Connolly, was appointed to wait upon the Speaker pro tem., and escort him to the chair.

On motion of Mr. Jack,

Mr. Jeremiah J. Crowley, of Cook county, was elected temporary Clerk. On motion of Mr. Cronkrite,

Mr. Peter W. Taylor was elected temporary Doorkeeper.

Mr. Merritt moved that a committee of five be appointed, to waite upon one of the judges of the Supreme Court, and request his presence before the House, for the purpose of administering to the members thereof the oath required by the constitution; which was decided in the affirmative.

Mr. Armstrong submitted the following resolution:

Resolved, That the Speaker pro tem. appoint a committee of five on credentials; that the Clerk pro tem. be instructed to call the representative districts in numerical order, and that the members elect, as their districts are called, present to said committee their certificate of election, and that said com. mittee examine the same, and report the names of the members elect to this House.

Pending the consideration of the resolution,

On motion of Mr. Cummings,

The House adjourned until 10 o'clock to-morrow morning.

THURSDAY, JANUARY 7, 1875-10 o'clock, A. M.

House met, pursuant to adjournment.

Prayer by the Rev. Mr. Hale.

The journal of yesterday was read and approved.

The Speaker announced the select committee to wait upon Judge of Supreme Court to administer oath to be Messrs. Merritt, Herron, McCoy, Connolly, Bradwell.

Mr. Connolly submitted the following, which was adopted:

Resolved, That the rules and principles of parliamentary law, as laid down in Cushing's Manual, be adopted for the government of this House during its temporary organization.

Mr. Armstrong offered the following resolution, which, on his motion, was adopted:

Resolved, That the Clerk pro tem. proceed to prepare the oath of office prescribed by the Constitution for each member elect of the House of Representatives; that the members be called in order of the number of representative district and subscribe to such oath, and that Chief Justice Walker, of the Supreme Court, be respectfully invited to administer the oath of office to the members, and that the committee heretofore ordered, when appointed, extend to him the invitation, in behalf of this House.

Mr. Bradwell, from the committee to wait upon the Judge of the Supreme Court, reported that the committee had discharged their duty, and in response to the request of the committee, Chief Justice Walker was present in the House for the purpose of administering the oath of office.

On motion of Mr. Merritt,

The House decided that the members should take the oath in a body. Chief Justice Walker being present, the members rose in their seats, and the oath prescribed by the constitution was administered to all present.

Mr. Connolly offered the following resolution, and moved its adoption : Resolved, That the House do now proceed to the election of permanent Speaker and other permanent officers.

Mr. Merritt moved that the House adjourn until this afternoon, at 2 o'clock; which was decided in the negative.

Mr. Cummings offered the following resolution as a substitute for the resolution offered by Mr. Connolly:

Resolved, That the officers and employees of the House of Representatives shall consist of a Speaker, one Clerk and two Assistant Clerks, one Doorkeeper and one Assistant Doorkeeper, one Enrolling and Engrossing Clerk, and one Assistant Enrolling and Engrossing Clerk, one Postmaster and six pages. By consent of the House, Mr. Connolly withdrew his resolution temporarily, and the above resolution offered by Mr. Cummings, was adopted.

Mr. Connolly again introduced his resolution, and upon his motion it was adopted.

Mr. Freise, one of the absentees at the time the oath was administered, appeared in the hall and took his seat.

Mr. Thornton of Fulton moved that a committee of three be appointed to wait upon Judge Zane, of the Circuit Court, and request him to attend and administer the oath of office to Mr. Freise; carried.

The Speaker pro tem. appointed as such committee Messrs. Thornton of Fulton, Armstrong, and Jones of JoDaviess.

Judge Zane administered the oath of office to Messrs. Freise and Skelly.

The election of a permanent Speaker being in order, Mr. McCoy nominated the Hon. ELIJAH M. HAINES, of Lake county.

Mr. Mann nominated the Hon. SHELBY M. CULLOM, of Sangamon county.

Mr. Merritt nominated the Hon. JOSEPH L. WILCOX, of Sangamon county.

Mr. Pease nominated the Hon. J. J. HERRON, of Bureau county.

Those voting for Mr. HAINES are:

Those voting for Mr. HERRON are : Mr. Pease.
Those voting for Mr. ASHTON are: Mr. Haines.
Absent and not voting, Messrs. Cullom and Theim.

Mr. Haines having received a majority of the votes of all the members elect, was declared duly elected Speaker of this House.

On motion of Mr. Connolly,

A committee of three was appointed to wait upon Mr. Haines, inform him of his election, and conduct him to the chair.

The Chair appointed Messrs. Connolly, McCoy and Jack.

Mr. Haines, Speaker elect, took the chair, and in the following remarks thanked the House for the honor conferred:

GENTLEMEN OF THE HOUSE OF REPRESENTATIVES:-It having pleased you to select me as the presiding officer of this House during the continuance of the 29th General Assembly, I return you my heartfelt thanks, and would add that words are inadequate to express my gratitude for this unexpected manifestation of your confidence.

Whilst you have thought well, through your partiality, to repose this important trust in me, perhaps the choice of some other person might have proved more satisfactory. The position has been unsought on my part, and this result of your action was not anticipated. The trust you have reposed in me is one of great responsibility, and I accept it with much distrust of my ability to so discharge its duties as to meet your expectations, and I appreciate the necessity of your aid and generous forbearance on all occasions in attaining success.

I hope that our deliberations may be characterized by harmony, and that the results to follow may meet the expectations and requirements of our constituents.

On motion of Mr. McCoy,

The House adjourned until 10 o'clock to-morrow.
