During Mr. John M. Luff's European tour, this department, “The
Month”, usually written by Mr. Luff, will be conducted by the Associate

Editor of the Journal.

The absentee Editor

has original sources of

philatelic information which are not available to the Associate Editor,
so that our readers may expect “The Month” to be less informative
until Mr. Luff's return, which will be probably some time in August.

the 20c, the design comprises the Golden Gate and San Francisco Bay with a clipper ship standing out into the Pacific and with several other vesesls shown, from a painting by W. A. Coulter of Sausalito, Cal. The color was to have been “cigarette revenue stamp” blue, but crimson was substituted. The stamp has the longer dimension horizontal. At post offices it was first placed on sale in San Francisco.

The I4c turns out to be indigo blue instead of the yellow green which was at first designated. Inasmuch as the 14c is the same size as the Ic green and 8c “bond olive,” probably indigo blue was selected in order to avoid any possible confusion in similarity of colors. The design is the head of Hollowhorn Bear, noted Indian chief.

The 8c olive green—officially “bond olive”—has a portrait of U. S. Grant, soldier and President. This stamp was placed on sale first at Grant's birthplace, Point Pleasant, Ohio.

The 7c “not black” bears a portrait of the martyred President William McKinley and was first sold at McKinley's birthplace, Niles, Ohio.

The four stamps went on sale May 1 also at the Government's Philatelic Stamp Agency in Washington.

USTRIA : From Vienna comes information that a set of “charity stamps” is in prospect, with designs representative of the districts of Bregenz, Eisenstadt, Graz, Innsbruck, Klagenfurt, Linz and Vienna. Time for that philatelic “buyers' Strike!” AMEROONS: France, which has a mandate over this pre-war German possession, has approved designs for a distinctive series. Native industries, particularly lumbering and rubber gathering, will be pictured. A set of postage dues also is being issued.

C£A: Changes are being made in the colors of some of the denominations. Under the new arrangement the 4c is issued in gray instead of scarlet; the 6c in red instead of gray; the 15c (reinstated after being out of use for many months) in dark blue instead of the brown in whic it appeared in 1913-18; the $1 in chocolate and black instead of ochre and black; the $2 in sepia and black instead of dark blue and black; the $5 in dark gray-green and black instead of scarlet and black; the $10 in maroon and black instead of yellow green and black; and the $20 in blue and maroon instead of yellow and black.

ANZIG: The design of the transverse oblong “charity stamps” of Danzig, recently chronicled in the Journal, is described by Stamp Collecting as follows: “Full face portrait of white-bearded old man; silhouette of Danzig in background (Church of St. Mary to left; City Hall, etc., to right).” These bits of paper were issued ostensibly to raise funds for native aged pensioners.

GYPT: Issuing of the new series has been begun, with a portrait of King Fuad as the central design. Instead of being printed in London, as has heretofore been customary with Egypt's adhesives, the newcomers were turned out at the mint in Boulac. The 5 milliemes brown is the first value to appear.

This series takes the place of the current set comprising stamps surcharged with a crown and the Arabic inscription meaning “The Egyptian Kingdom, March 15th, 1922”—the date when Great Britain formally conferred independence upon this ancient land of the Nile.

ES' This country has begun distributing a series with the map of Esthonia as the central design. The initial value is 100 marks, in pale olive green and pale blue.

ERMANY : The familiar “numeral type” is being reissued in slightly altered design. Thus far Ioom maroon, 200m lilac, 300m green, 400m brown and 500m brick red values are known to have been issued, together with the 200m reissued in red. These six stamps are included in the review of Germany's stamps in this month’s “Of Topical Interest.” Meanwhile two new airpost stamps have appeared—Iom purple-magenta and 25m brown and yellow.

RISH FREE STATE: The first of the “Sword of Light” designs of the new

definitive series has appeared—the #4p green. APAN : It will be recalled that in 1922,

4s, 8s and 20s values were issued with the central design comprising a view of Mount Fujiyama and sacred deer. At that time the information was printed that the stamps were of tentative character, subject to withdrawal if they did not win popular approval.

Evidently the Japanese people have endorsed this design, for additional denominations have now appeared—%s brown, Is orange, 1%s pale blue 2s green, 3s rose, 4s scarlet, and Ios deep blue. Note that the 4s is in a color different from that of the 1922 stamp, which is green. The 8s of 1922 is in rose; the new 3s is in rose, whic would indicate selection of another color

for the 8s. Also, the 20s of 1922 is deep blue; this is the color given to the new Ios, so that the 20s is likely soon to appear in another color.

M' Supplementing the “KlaipedaMemel” surcharges and permanent (?) stamps which were chronicled in recent issues of the Journal, another batch of permanent (again “?”) adhesives has erupted frothily. Commenting of these newcomers in Stamp Collecting, Derek Ingram, the editor, moans: “If the avalanche of new issues from the neighborhood of the Baltic does not soon moderate, we shall feel compelled to resign responsibility for this chronicle, for we would sooner do that than end our toiling days and nights in a lunatic asylum.” The latest “Klaipeda-Memel” labels, presumably instigated by the Lithuanian invaders with an eye to the inside of the collector's pocket, are in three types, as follows: Design, Baltic Steamship: 4om olive, 5om brown, 8om green, Ioom red. Design, Winged Anchor: 200m blue, 300m brown, 400m purple, 500m orange. Design, Lighthouse: 800m blue, I,000m mauve, 2,000m red, 3,000m green. Another slew of surcharges also is in the yeast. We will permit Mr. John N. Luff to handle the dough when he gets back from Neurope.

EWFOUNDLAND: This country's

new definitive series is in process of issue and will be chronicled in due time. There are twelve values, all showing views in Newfoundland towns and cities except that on the 3c is a picture of the statue which Sir Edward Bowring presented to the city of St. John's and which was erected in Bowring Park some months ago.
