Obviously this leads to complications. The U. S. standard album-incidentally this also is illustrated-will have stamp spaces each of which contains a number corresponding with the stamp's number in the catalogue. This new album will be issued in June, and the numbers in the spaces are the numbers in the forthcoming 1924 catalogue.

Alluding again to the illustrations, it may be stated that every major feature of all the U. S. stamps will be reproduced in the manner shown in an advertisement on another page of this month's Journal— not only the regular adhesives, but the department and envelope stamps revenues and so on.

Adding to the value of the U. S. section there will be printed, in conjunction with the illustrations, informative footnotes. Collectors may have observed that in recent years the catalogues have contained more of these footnotes than were in earlier editions. Evidence is at hand that these footnotes are both helpful and appreciated, and they will be used in increasing number beginning with the 1924 catalogue.

THE

Revised "Specialized"

`HE Federal Act permitting limited illustrating of American stamps will, it may be announced, lead to the issuing of a revised edition of the book "Specialized United States" compiled by Eugene N. Costales and published by Scott's early this year.

Work on the revised edition will be put under way early in July and should appear about Nov. 15, 1923. The new "Specialized" will not only be profusely illustrated but it will contain additional listings, and all the listings from 1902 to date will be identified with the new members selected for these issues in the 1924 standard catalogue.

Tanganyika

WITH Tanganyika possessing its own

stamps by authority from the British, collectors may be interested in the following official statement emanating from Washington regarding economic conditions and resources in this former Teuton colony, German East Africa:

"Primitive states of technical education among the natives were begun under the

German administration and are now continued under the British authorities.

"The vast wealth of Tanganyika Territory in forestal, agricultural and mineral products are practically untouched. Native industries are at the present time greatly undeveloped, consisting mainly of fishing, forest exploitation, agriculture, stock raising, hunting and ropemaking. The possibilities of the country in raising rubber trees, its future as regards the sisal and hemp industry, as well as its possibilities in the production of gold, mica, graphite, iron and copper ores, cobalt and nickel, are as yet only slightly known."

Airpost Items

N official authority it is learned in Washington that the Canadian Government, "owing to difficulties and delays experienced in the delivery of mail to Prince Edward Island," especially during the Winter months, is making an investigation "with a view to establishing an airmail service to the island, if possible."

A Government subsidy not to exceed 110,000 crowns will finance the establishing of an airmail route between Copenhagen and Hamburg.

The Saxon Government will appropriate 10,000,000 marks this year for the promotion of commercial air service, including mail transportation, throughout Saxony.

An aerial postal route between Malmo and Hamburg was opened in April, and an airpost has been established between Hamburg and London to connect with the Swedish line transporting mails from Sweden, Norway and Finland to London. On the Malmo-Hamburg route hydroairplanes will be used and the postage will be 20c extra for letters to Germany, 40c extra on letters to Holland and France, and 60c extra on letters to England.

The foregoing official news announced in Washington is here offered for the information of collectors especially interested in airmail stamps, as the creating of new airposts more often leads to new aerial adhesives.

A Real Mexican Provisional

IN N the later part of October, 1915, the town of Guayamas, Sonora, was captured from the Villistas by Constitucionalista (Carranza) troops. If I remember correctly, General Obregon was in command of the Carranza forces. Guayamas is rather an important seaport on the Gulf of California coast, and is also a railroad terminus. It has a population of six to eight thousand.

To supply stamps for inmediate postal necessities, the entire stock of stamps captured, which was very small, consisting only of a few of the 20 and 50 centavos denominations of the Coach Seal Issue, were immediately surcharged, by rubber hand stamp, the letters "EC" in purple, meaning "Ejercito Constitucionalista," "Constitutionalist Army.'

These stamps were in use for several weeks before a supply of the regular issue was furnished from Mexico City, this delay being caused as the new set of Mexican postage stamps known as the 1915 Famous Men, rouletted set, was just coming into issue at this time. This use of the Villista stamps by the Constitucionalist government is the only known instance of its kind, the very fact of such use establishing their authenticity beyond a doubt. If listed in the catalogue these stamps should follow No. 505, being numbered 505A, 505B, and 505C.

Guayamas being a seaport, most of its outside correspondence was carried on with San Francisco, the Chinese merchants in Guayamas being quite active and carrying on a large volume of business with San Francisco. I have a number of covers received through ordinary and registered mail by Chinese business firms in San Francisco. These covers are dated from October 30, 1915, to November 15, 1915.

I have never seen or heard of any errors in this issue, such as inverted or double surcharges, and do not believe that any exist, the small number of stamps surcharged evidently having the work rather carefully done and all at one time. Both varieties of the 20 centavos Coach Seal Is

sue were surcharged (Scott's No. 398 and 399), but I have never seen a copy of No. 398 on cover, although a number of unused ones have come to my notice. These came from the General Post Office at Mexico City, having been turned in as remainders, with a few of the 50 centavos, from the Guayamas Post Office, on receipt of the regular issue. The number of these stamps issued cannot be determined, but evidently the quantity is very small. one time I had nine or ten covers bearing from one to three of these stamps each on them, and I have seen probably an equal number of covers in the hands of others. No official records are available showing the authority for this surcharging, but it undoubtedly was authorized by the proper officials in Guayamas at that time, as necessary to meet the emergency, stamps were recognized not only by the Mexican postal authorities but passed by the postal authorities of the United States without question.
