Resolved by the House of Representatives of Illinois, the Senate concurring, That the Senators and Representatives in Congress from Illinois be urged to favor and secure a liberal appropriation for the display of corn and its varied products at the Paris Exposition.

Senate Bill No. 44, a bill for "An act to amend an act entitled 'An act to revise the law in relation to the Department of Agriculture, Agricultural Societies and Agricultural Fairs, and to provide for reports of the same,' approved June 23, 1883, in force July 1, 1883, by adding thereto another section to be known as section sixteen,”

Was taken up and read at large a third time.

By unanimous consent, on motion of Mr. Hunt, the bill was recalled to the order of second reading for the purpose of amendment. Senate Bill, bill No. 74, for "An act to repeal an act entitled, 'An act in relation to gas companies,' approved June 5, 1897, in force July 1, 1897," having been printed, was taken up and read at large a third time,

By unanimous consent, on motion of Mr. Humphrey, Senate Bill No. 47, a bill for "An act to amend section two (2) of article one (1) of an act entitled 'An act to revise the law in relation to justices of the peace and constables,' approved June 26, 1895, in force July 1, 1895,"

Was taken up and read at large a second time, together with the following amendments thereto, reported from the Committee on Judicial Department and Practice February 1, 1899:

Amend by striking out in the 12th line the word "five" and substituting "three," and inserting in line 16, after the word "Chicago," "also, one fit and competent person to fill the office of justice of the peace for that part of Norwood Park which lies within the City of Chicago and the county of Cook."

The question being "Shall the report of, and the amendments reported from, said committee be adopted?" it was decided in the affirmative.

The question then being "Shall the bill, as amended, be engrossed and printed for a third reading?" it was decided in the affirmative.

A bill for "An act making appropriations for the Illinois Farmers' Institute and County Farmers' Institutes."

By unanimous consent, on motion of Mr. Davidson, Senate bill No. 49, a bill for "An act to amend section twenty-four and section twenty-six of an act concerning conveyances, approved March 29, 1872, in force July 1, 1872,”

Having been printed, was taken up and read at large a second time.

Mr. Davidson offered the following amendments to the bill, which were adopted:

Amend by adding the following after the word "Assembly" in line two of printed bill: "That sections twenty-four and twenty-six of an act entitled, An act concerning conveyances,' approved March 29, 1872, in force July 1, 1872," be and the same are hereby amended so as to read as follows:

"Section 24,"

Also in line one of section two of printed bill, amend by adding the figure "6" after the figure "2."

And the question then being "Shall the bill as amended be ordered engrossed and printed for a third reading?" it was decided in the affirmative.

By unanimous consent, on motion of Mr. Campbell, Senate Bill No. 21, a bill for "An act to amend section 1 of an act entitled, 'An act to revise the law in relation to attorneys and counsellors,' approved March 28, 1874, in force July 1, 1874,"

Was taken up and read at large a second time, together with the following amendments thereto reported from the Committee on Judicial Department and Practice, February 1, 1899:

In line thirty-one (31), section 1, after the word "both," add the following: 'Provided, further, That any student who has studied in a law office in this State for two consecutive years, prior to December 31, A. D. 1899, shall be admitted to practice law upon a satisfactory examination as now provided by the rules of the Supreme Court of this State."

Before the word "Whereas," in line 32 of printed bill, insert the following words:

"Section 2."

Mr. Humphrey offered the following as a substitute for the committee amendments:

In line thirty-five, in section one, after the word "both," add the following: "Provided, further, That any student who has studied in a law office in this State for two years, or who for the period of two years has studied law, part of such two years in a law office and part in the aforesaid law school, and whose course of studies began prior to November 4, 1897, shall be admitted to practice law upon a satisfactory examination in the branches now required by the rules of the Supreme Court of this State, except that he shall not be required to present to the examining board any proof as to his preliminary general education."

Before the word "Whereas" in line 36 of the printed bill add the following words:

"Section 2."

Mr. Hamilton moved to lay the substitute on the table, which motion was decided in the negative.

The question then being, "Shall the substitute be adopted?" it was decided in the affirmative.

The question then being, "Shall the bill, as amended, be engrossed and printed for a third reading?" it was decided in the affirmative.

By unanimous consent, on motion of Mr. Busse, Senate Bill No. 95, a bill for "An act to provide for an election to be held in towns having within their limits public parks, for their maintenance, government and support, and also to authorize the issue of bonds for the shore protection thereof,"

Having been printed, was taken up and read at large a second time. And the question being. "Shall the bill be ordered engrossed and printed for a third reading?" it was decided in the affirmative.

By unanimous consent, on motion of Mr. Aspinwall, the rules. were suspended, and Senate Bill No. 88, for "An act making appropriations for the Illinois Farmers' Institute and County Farmers' Institutes,'

Having been printed, was taken up and read at large a third time. And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: Yeas, 45.

Was taken up and read at large a second time, together with the following amendment thereto, reported from the Committee on Appropriations February 2, 1899:

Amend by adding the words "of any officer' after the word "emoluments" and before the word "of" in line 9 of printed bill.

The question being, "Shall the report of, and the amendment reported from, said committee be adopted?" it was decided in the affirmative.

The question then being, "Shall the bill, as amended, be engrossed and printed for a third reading?" it was decided in the affirmative.
