Mr. Chapman introduced a bill, Senate Bill No. 6, for "An act making appropriations for the payment of employés of the Fortyfirst General Assembly," Which was read at large a first time, ordered printed, and, Mr. Chapman introduced a bill, Senate Bill No. 7, for "An act to provide for the incidental expenses of the Forty-first General Assembly of the State of Illinois, and for the care and custody of the State House and grounds, to be incurred and now unprovided for," Which was read at large a first time, ordered printed, and, Mr. Pemberton introduced a bill, Senate Bill No. 8, for "An act to amend section 202 of an act entitled, 'An act to establish and maintain a system of free schools,' approved and in force May 21, 1889, as amended by an act approved February 24, 1898," Which was read at large a first time, ordered printed, and, 1 ! On motion of Mr. Pemberton, was referred to the Committee on Education and Educational Institutions, when formed. Mr. Hunt introduced a bill, Senate Bill No. 9, for "An act to amend an act entitled, 'An act to amend section one of article three of 'An act to revise the law in relation to township organizations,' approved and in force March 4, 1874, as amended June 4, 1889, in force July 1, 1889, as amended June 21, 1895," Which was read at large a first time, ordered printed, and, On motion of Mr. Hunt, was referred to the Committee on County and Township Organization, when formed. The President of the Senate announced that the House of Representatives was ready to receive the Senate for the purpose of canvassing the returns of the votes cast at the election for State officers held Tuesday, November 8, A. D. 1898. In accordance with the foregoing announcement, the Senate, preceded by the President of the Senate, repaired to the House of Representatives for the purpose above stated. JOINT SESSION. The joint session being convened, the Speaker of the House of Representatives presiding, he announced that the business in order was the canvassing of the returns of the votes cast at the election for State officers held on Tuesday, November 8, A. D. 1898, in accordance with the Constitution of the State and as directed by the joint resolution adopted by both houses. Whittemore had received the highest number of votes cast for any one person for the office of State Treasurer, he was declared elected to the office of State Treasurer for the term of two years from the second Monday of January, A. D. 1899, being the 9th day thereof, and until his successor is elected and qualified. FOR SUPERINTENDENT OF PUBLIC INSTRUCTION. ..... ............. And it appearing that Alfred Bayliss had received the highest number of votes cast for any one person for the office of Superintendent of Public Instruction, he was declared elected to the office of Superintendent of Public Instruction for the term of four years from. the second Monday of January, A. Mr. Heimberger offered the following resolution, which was adopted: Resolved by the Joint Assembly, That a joint committee of three on the part of the House, and two on the part of the Senate, be appointed to wait on the Hon. F. K. Whittemore and the Hon. Alfred Bayliss, and inform them of their election. The Speaker of the House of Representatives appointed as the committee on the part of the House, as provided for by the foregoing resolution, Messrs. Heimberger, Young and Sullivan. The President of the Senate appointed as the committee on the part of the Senate, as provided for by the foregoing resolution, Senators Evans and McAdams. The business of the joint session being completed, at 10:35 o'clock. a. m., on motion of Mr. Mueller, the joint assembly dissolved. Whereupon, the Senate repaired to the Senate chamber, and at 10:40 o'clock a. m. the Senate resumed the transaction of business..
