PREFACE.

HIS work is intended as a companion book to the Code of 1887. It exhibits in one

THIS view all changes in and additions to our general statutes made since the adoption

of that Code. It includes also all laws of the same general character passed between March 15, 1887, and May 1, 1888, on which latter date the Code went into effect. These last mentioned laws, under section 4203 of the Code, are not repealed by the Code, but remain in full force.

The scope of this book is fully set forth on the title-page. A few explanatory statements are necessary, however, to the proper understanding of its plan:

FIRST. It is arranged under the same titles and chapters as the Code, the amendments to the Code retaining the number of the original section they amend, and the independent acts being classified under titles and chapters according to subject-matter and receiving the same number as the sections they logically follow, with the addition of a letter of the alphabet; thus, 2482a. Repealed sections appear only by number, followed by reference to the repealing act.

SECOND.-The marginal notes give reference (1) to the session acts from which the statute was taken and (2) in case of amendments, to previous amendments of the same act, so that the various changes in the law may be traced, and (3) to decisions construing or affecting the Code or subsequent legislation.

THIRD. The book omits entirely all sections of the Code that have neither been changed by the legislature nor considered by the Supreme Court of Appeals. Those which have been thus considered, but not amended, appear only by number with reference to the case in which they were considered. To this feature of the book is added references to valuable notes and articles in the Virginia Law Register.

In deciding what laws were sufficiently general in their nature to be here printed, the aim has been towards conformity with the Code. Thus many of the tax laws, being subject to frequent changes, are omitted. A complete compilation of such laws, however, are accessible to the profession, being published under the supervision of the Auditor of Public Accounts, immediately after the adjournment of each session of the legislature.

It will be observed that the heading of every title and chapter of the Code appears in this Supplement, regardless of whether the body of the title or chapter has been changed or construed. It was thought wise to do this in order to furnish a convenient place to note future changes and decisions.

The independent acts that do not refer in terms to the Code but are additions to, rather than changes in, our general statutes, in most cases retain the same title given them by the legislature. In some cases these titles have been abridged, which fact is indicated in a foot-note. At first glance, it will some times seem that such laws are

not in their logical positions. This is accounted for by the fact that the title of quite a number of the acts do not indicate their subject-matter.
