THE Committee on Finance to whom was referred an order inquiring into the expediency of reporting a resolve authorizing the treasurer to receive any and every sum of money due from the United States to this State, or credited by the United States, as the proceeds of the public lands under the distribution act, have had the same under consideration, and ask leave to report a Resolve, which is herewith submitted.

STATE OF MAIN E.

RESOLVE authorizing the Treasurer to receive from the government of the United States certain money's which may be now credited to this State, or that may hereafter become due.

RESOLVED, That the treasurer of this State be and 2 hereby is authorized to receive from the government 3 of the United States any and all sums of money which 4 have been accredited to this State under the act of 5 the United States, distributing the proceeds of the 6 sales of the public lands among the several States; 7 which sums of money by said act were wrongfully 8 diverted without the consent of this State, and against 9 said diversion, in the reception of the money aforesaid, 10 we protest, as not only in opposition to the spirit of 11 the constitution, but subversive also of the best inter12 ests of the general government; and also to receive 13 any and all other sums that are now, or may become 14 due to this State from any other sources, and to make 15 and exccute in behalf of this State, proper receipts or 16 discharges for the same.

MINORITY REPORT.

THE minority of the Committee on Finance dissenting from the views assumed by the majority of said committee, as embodied in the resolve submitted by them, ask leave to submit the accompanying Resolve.

RESOLVED, That the treasurer of this State be and 2 he is hereby authorized to receive from the govern3 ment of the United States, any and all money now 4 due or that may hereafter be due this State, from what5 ever source, and to make and execute in behalf of this 6 State, proper discharges for the same.
