APPENDIX A.

REPORT OF THE PRINCIPAL OF THE NORMAL SCHOOL FOR THE SESSION ENDED JUNE, 1888.

SIR: I have the honor to submit, for the information of the Board of Education, my Report on the Provincial Normal and Model Schools for the year ending June, 1888.

NORMAL DEPARTMENT.

The attendance of student-teachers was considerably less than that of any of the previous four years. This, however, was to be expected, as the year covered by the present Report was the first under the amended regulation of the Board of Education withdrawing from students the option of being examined in December of each year, as well as in June, and substituting an annual session of nine months for the session divided into two terms, which had been prescribed in 1883-4.

The following statement exhibits the attendance for the current year :

But while the attendance as above detailed was much less than that of the years immediately preceding, it was relatively large.

In the year 1880-1, the Board of Education ordered a change in the terms similar to that of 1883-4, and the attendance in the English Department dropped from 274 in 1879-80 to 98 in 1880-1. The attendance for the year 1886-7, including the French Departments, was 366, against 196 for the year 1887-8. At the date of writing this Report, the attendance for the year 1888-9 is recorded. It amounts to 221. I am quite satisfied that an average annual enrolment of 200 will preserve the balance between demand and supply, and we are much more likely to exceed that number in the future than to fall below it.

The student-teachers for the current year were admitted to enrolment as follows:

The number admitted on examination is relatively greater than that of last year, and I think the time has fully come when there should be only one door of admission for novices to the Normal School-that of the entrance examination. In the subjoined table I give the classification of the student-teachers by counties and religious denominations, alphabetically arranged :—

At the close of the term the professional standing of the student-teachers in attendance during the full term was, as required by regulation, reported to the Department as follows, viz. :

Thirty-three students withdrew from the institution early in the session from the following causes, viz:

I desire to call attention to the following statement intended to show the effect of the change of terms with respect to (a) professional standing of students and (b) classes of license for which they were recommended, in the years 1886-7 and 1887-8 respectively:

It will be observed from (a) that while there were seven students in attendance during the full term or terms who were not presented for license in 1886-7, in 1887-8 all the students in attendance during the full session were so presented, and that while in 1886-7 13 per cent. of the total enrolment was classified "Good," 85 per cent. "Fair," and 2 per cent. "Not Classified," in 1887-8 28 per cent. of the enrolment was classified "Good," and 72 per cent. "Fair."

Again, from (b) it will be seen that the percentage of students recommended for license for Class III fell from 33 per cent. of the total enrolment in 1886-7 to 20 per cent. in 1887-8. These figures speak for themselves.

The staff of instructors remains as reported last year, and the course of instruction prescribed by the Board of Education was fully carried out.

FRENCH DEPARTMENT.

In this Department the student-teachers are examined for license at the close of each term. The first term opens on the first teaching day in August in each year, and closes on the Friday preceding the week in which Christmas falls. The second term opens on the first teaching day in January and closes on the last Friday in May. The number of students enrolled for the year was 29, as against 43 for the previous year.
