AN ACT

TO PROVIDE FOR THE PAYMENT OF A PART OF THE EX-
PENSES OF MAINTENANCE, SUPPORT AND INCIDENTAL
EXPENSES OF THE COLORADO STATE REFORMATORY FOR
THE YEARS 1915 AND 1916.

Be It Enacted by the General Assembly of the State of Colorado: Section 1. AN ACT

MAKING AN APPROPRIATION FOR THE SUPPORT, MAINTEN-
ANCE AND IMPROVEMENT, PURCHASING TOOLS, SALARY
OF A STATE PAROLE OFFICER, THE PURCHASE OF ADDI-
TIONAL FARM LANDS AND WATER RIGHTS, FOR THE
COLORADO STATE REFORMATORY, FOR THE TWO YEARS
ENDING NOVEMBER 30, 1916.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. That for the general support and maintenance of the Colorado State Reformatory, including the salaries of officers and employees of the institution, and for necessary equipment, there is hereby appropriated out of any moneys in the State Treasury not otherwise appropriated, the sum of ninety thousand dollars ($90,000), together with the earnings of said Reformatory, or so much thereof as shall be necessary for such support and maintenance, less the sum of sixteen thousand dollars ($16,000), appropriated by the Twentieth General Assembly by House Bill No. 11 for the two years ending November 30th, 1916, to be used exclusively for the purposes aforesaid, and the Auditor of State is hereby authorized to draw warrants in payment of vouchers verified by the president of the Board of Penitentiary Commissioners and attested by the secretary thereof. Nothing in this act shall be construed to authorize any expenditure

or the contracting of any indebtedness in excess of the amount of the appropriations herein provided for.

Sec. 2. No indebtedness of any kind or nature shall Auditing be made or contracted under or in connection with this appropriation either directly or indirectly until the State Auditing Board shall have certified that the money is available under this appropriation or unless the money is actually paid under it, Provided, however, That in case any part of the money herein appropriated is available and the Auditing Board shall certify to that amount, then indebtedness may be incurred to an amount equal to that certified.

CHAPTER 44.

APPROPRIATION

STATE TEACHERS' COLLEGE.

AN ACT

MAKING AN APPROPRIATION FOR THE SUPPORT AND MAIN-
TENANCE OF THE STATE NORMAL SCHOOL AT GREELEY
AND OTHERWISE KNOWN AS THE STATE TEACHERS'
COLLEGE OF COLORADO.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. In addition to the fund derived from any fractional mill levy as now provided by law, there is hereby appropriated out of any funds in the State Treasury not otherwise appropriated, the sum of twenty-five thousand dollars ($25,000.00) for the support and maintenance of the State Normal School at Greeley, otherwise known as the State Teachers' College, during the fiscal year ending November 30, 1915.

Sec. 2. Auditor of the State is hereby authorized and directed to draw warrants for the payment of this appropriation out of any moneys in the State Treasury not otherwise appropriated. Said warrants shall be drawn in favor of the treasurer of the Board of Trustees of the State Normal School, otherwise known as the State Teachers' College upon the order of the president of said board, countersigned by the secretary.

Sec. 3. In the opinion of the General Assembly, an emergency exists; therefore, this act shall take effect and be in force immediately upon and after its passage.

Approved: May 8, 1915, as to $16,500 of the item of $25,000 and vetoed as to $8,500 of said item.

CHAPTER 45.

APPROPRIATION

STEAMBOAT SPRINGS HATCHERY.

AN ACT

TO AUTHORIZE THE BUILDING, REMODELING, IMPROVING AND
REARRANGING OF THE STATE FISH HATCHERY AT
STEAMBOAT SPRINGS, COLORADO; THE PROCURING OF
SUITABLE WATER RIGHTS, GROUNDS AND LOCATION
THEREFOR.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. The State Game and Fish Commissioner Commissioner of the State of Colorado is hereby authorized immediately provements. on the taking effect of this act to acquire and divert additional water rights for fish hatchery purposes at or near Steamboat Springs, Colorado; to lay out and construct pipe lines or conduits to convey the said water into the hatchery and buildings; to secure title or easements for a hatchery site and right of way for the location of buildings and conduits; to make such repairs, additions, improvements or changes in the buildings or the location or equipment of said hatchery as may be deemed necessary and proper; to improve the efficiency, location and capacity thereof; to make the said hatchery modern and to secure water of suitable temperature for use of the hatchery grounds and buildings; to select a site for the display and nursery ponds and to construct such display and nursery ponds as may be needed from suitable material.
