CHAPTER LI.

An ACT in addition to the act, intituled, "An
act to prohibit the carrying on the flave trade
from the United States to any foreign place or
country.
Sec. I.

E it enacted by the Senate and Houfe of Representatives of the United States of America, in Congress affembled, That it fhall be

Penalty on unlawful for any citizen of the United States, or other perfon refiding within the United States, directly or indirectly to hold or have any right or property in any veffel employed or made use of in the transportation or carrying of flaves from one foreign country or place to another, and any right or property, belonging as aforefaid, fhall be forfeited, and may be libelled and condemned for the ufe of the perfon, who fhall fue for the fame; and fuch perfon, tranfgreffing the prohibition aforefaid, fhall alfo forfeit and pay a fum of money equal to double the value of the right or property in fuch veffel, which he held as aforefaid; and fhall alfo forfeit a fum of money equal to double the value of the intereft which he may have had in the flaves, which at any time may have been tranfported or carried in fuch veffel, after the paffing of this act, and against the form thereof.

Sec. 2. And be it further enacted, That it shall be unlawful for any citizen of the United States, or other perfon refiding therein, to ferve on board any veffel of the United States employed or made use of in the transportation or carrying of flaves from one foreign country or place to another; and any fuch citizen or other perfon, voluntarily ferving as aforefaid, fhall be liable to be indicted therefor, and on conviction thereof, fhall be liable to a fine not exceeding two thousand dollars, and be imprisoned not exceeding two years.

Sec. 3. And be it further enacted, That if any citizen of the United States fhall voluntarily serve on board of any foreign fhip or vessel, which fhall hereafter be employed in the flave trade, he fhall on conviction thereof be liable to, and suffer the like forfeitures, pains, difabilities and penalties as he would have incur

Sec. 4. And be it further enacted, That it fhall be lawful for any of the commiffioned veffels of the United States, to seize and take any veffel oned vefemployed in carrying on trade, business, or fels autraffic, contrary to the true intent and meaning of this or the faid act to which this is in addi- veffels tion; and fuch veffel, together with her tackle, contraveapparel and guns, and the goods or effects, other ning this than slaves, which shall be found on board, fhall or the forbe forfeited, and may be proceeded against in any of the district or circuit courts, and fhall be condemned for the use of the officers and crew of the veffel making the feizure, and be divided in the proportion directed in the cafe of prize: And all perfons interested in such veffel, or in the enterprize or voyage in which fuch vessel shall be employed at the time of fuch capture, fhall be precluded from all right or claim to the flaves found on board fuch veffel as aforefaid, and from all damages or retribution on account thereof: And it fhall moreover be the duty of the commanders of fuch commiffioned veffels, to apprehend and take into cuftody every person found on board of fuch veffel fo seized and taken, being of the officers or crew thereof, and him or them convey as foon as conveniently may be, to the civil authority of the United States in fome one of the diftricts thereof, to be proceeded againft in due course of law.

LII.

An ACT for the relief of Ithamar Canfield.

E it enacted by the Senate and Houfe of Reprefentatives of the United States of America, in Congress affembled, That the proper officer be, and he is hereby authorized and directed to issue three land warrants, of one hundred acres each, to Ithamar Canfield, affignee to Eliphalet Tomlinfon, Jabez Tomlinson, and Abraham Shelly, who ferved the United States as foldiers, during the revolutionary war, and became entitled to the faid lands by virtue of a

refolution of Congrefs: Provided, the transfers and powers of attorney are made out pursuant to the rules in such cases established at the war office.

An ACT to provide for equalizing the valuations of unfeated lands.

E it enacted by the Senate and Houfe

of America, in Congress affembled, That the commithioners appointed under the act, intituled "An act to provide for the valuation of lands and dwelling houses and the enumeration of flaves within the United States," in those itates the valuations and enumerations whereof are not yet clofed and returned to the Treafury department, fhall be, and hereby are authorized and empowered on examination and confideration, at fome general meeting to be convened pursuant to law, of the lifts, returns, valuations and abftracts rendered to them by the affeffors within their respective states, to revife the valuations of unfeated lands in each and every affeffment district of their respective states, and in each and every fub-divifion of fuch diftricts refpectively, and to vary and adjust the faid valuations by adding thereto, or deducting therefrom fuch rate per centum as to them fhall
