Territory, shall be entitled to the privilege of sending and receiving letters, free of postages on the same terms, and under the same restrico tions, as are provided for the members of the Senate and of the House of Representatives of the United States, by the Act intituled “An act to establish the post-office ofthe United States."
Sec. 2. And be it further eracted, That the present delegate from the aforesaid Territory be authorised to receive, free of potage, under the said restrictions, any letters directed to him, and which shall have arrived at the feat of government, prior to the passage of this act. . - Sec. 3. And be it further enacted, That the faid delegate, and every future delegate from Compenfathe Territory of the United States, north-west 10m. of the river Ohio, laall receive for his travela

D prefentatives of the United States of Americas in Congress allembled, That Solomon Bofton, now confined in the public gaol of Kent Coun, ty in the State of Delaware, be released and discharged, and he hereby is released and dili charged from all claim and demand of the United States, to a certain.judgment, for a pe! nalty of one thoufand dollars recovered at their fuit in the District Court of the District of Delaware; saying and reserving, nevertheless, the right and interest which belongs to any third person, if any such exist.
