AN ACT extending the privilege of franking let

ters to the delegate from the Territory of the United States, north-west of the river Ohio; and making provision for his compensation.

E it enacted by the Senate and House of Re

presentatives of the United States of America, in Congress assembled, That the present delegate to Congress from the Territory of Privilege of the United States, north-west of the river franking leeOhio, and every future delegate from the faid Territory, shall be entitled to the privilege of sending and receiving letters, free of postage on the same terms, and under the same restric tions, as are provided for the members of the Senate and of the House of Representatives of the United States, by the Act intituled "An act to establish thepost-office of the United States."

Sec. 2. And be it further enacted, That the present delegate from the aforesaid Territory be authorised to receive, free of poftage, under the said restrictions, any létters directed to him, and which shall have arrived at the feat of government, prior to the passage of this act.

Sec. 3. And be it further enacted, That the faid delegate, and every future delegate from Compeafathe Territory of the United States, north-west of the river Ohio, laall receive for his travel

AN ACT for the relief of Solamión Boston.

E it enačted by the Senate and House of Re-
prefentatives of the

United States of America, in Congress of lembled, That Solomon Boftor, now.confined in the public gaol of Kent Coup, ty in the State of Delaware, be released and discharged, and he hereby is released and difcharged from all claim and demand of the United States, to a certain.judgment, for a penalty of one thaafand dollars recovered at their fuit in the District Court of the District of Delaware; Taving and reserving, nevertheless, the right and interest which belongs to any third person, if any such exist.
