SITUATIONS of BOY TELEGRAPH MESSENGERS,

POST OFFICE.

Applications for these situations may be made by candidates personally at the Civil Service Office of the Civil Service Commissioners, Cannon Row, Westminster, on any week- Commissioners. day between the hours of 10 and 4.

The limits of age for the situation are from 13 to 16.

Candidates will, at the time of their application, be required (as a specimen of handwriting and of ability to read manuscript) to copy several names and addresses which will be placed before them in manuscript.

If this specimen should prove satisfactory to the Civil Service Commissioners, and the candidate is within the limits of age, he will be instructed by letter to attend at the General Post Office to be examined as to his physical qualifications.

In case he should appear to be in all respects an eligible candidate for the situation the Postmaster-General will send his name to the Civil Service Commissioners to be put upon the list for the next competitive examination.

A competitive examination will be held about every two months, or more frequently if necessary, at a time and place which will be communicated to each candidate by letter from the Office of the Civil Service Commissioners.

The subjects of the competitive examination will be—

i. Writing.

2. Reading addresses of letters.

3. Adding a few figures together.

Marks will be assigned by the medical examiner which will be added in with those assigned for the above subjects.

The boy telegraph messengers will be required, so long as they remain in that class, to reside either with their parents or guardians and within two miles of the office at which they are employed.

Their employment will not give them any claim to superannuation, compensation, cr other allowance under the Superannuation Acts of 1834 or 1859.

Their services will be dispensed with at any time on the score of ineficiency, ill-health, or misconduct, or upon their attaining the age of 19. But the PostmasterGeneral will be ready to consider applications from them to be appointed to the permanent establishment.

The wages of these boys are 5s, a week.

HAVING laid before the Postmaster-General your letter of the
24th instant, I am directed to acquaint you, for the information of the
Civil Service Commissioners, that his Lordship entirely approves of
the arrangements which they intend to make with the view of obtain-
ing, by open competition, candidates for the appointment of Boy Clerks,
Boy Sorters, and Boy Messengers (Telegraph) in the Post Office.

WITH reference to the enclosures in your letter of the 24th instant,
in which it is stated that marks for physical qualifications will be
assigned to candidates for the situations of Boy Sorters and Boy Tele-
graph Messengers, and which marks are to be added to those given for
mental qualifications, I request you will be good enough to inform me
what proportion the Civil Service Commissioners consider the marks
for physical qualifications should bear to those for mental, as it is essen-
tial that the marks for one subject should not overwhelm those for the
other.

Boy Sorters and Boy Telegraph Messengers in the Post Office.

I am directed by the Civil Service Commissioners to acquaint you that, as regards the Boy Sorters, they propose that the marks should be equally divided between mental and physical qualifications; and that as regards the Boy Telegraph Messengers, in the case of whom superior physical qualifications are perhaps somewhat less essential, they propose that the marks shall be divided in the proportion of two for mental to one for physical qualifications.

Examination for promotion to be assistant surveyor of works.

I AM directed by the First Commissioner of Her Majesty's
Works, &c., to acquaint you, for the information of the Civil Service
Commissioners, that with the view of appointing to a newly created
post of an assistant surveyor of works, &c., in this department the person
best qualified to discharge the duties which will devolve upon him, it is
proposed to submit to a competitive examination certain candidates for
the appointment. He will be obliged to the Civil Service Commis-
sioners if they will be good enough, therefore, to make arrangements
for the examination of such persons as may be sent to them for the
purpose; and, after such examination, if they will report whether
any
the candidates have successfully passed through it, and if so, which of
them has acquitted himself most to the satisfaction of the examiners.
The duties of an assistant surveyor of works, &c. comprise,--

of

1. The preparation of drawings and specifications for new buildings and for the alteration and maintenance of existing buildings, in use, or proposed to be used, for the public service.

2. The preparation of estimates in detail of the cost of such works and the superintendence of their execution.

3. The examination for the purpose of certifying of tradesmen's accounts for works performed under his direction.

The First Commissioner will be obliged to the Civil Service Commissioners if they will have the goodness to inform him when they will be able to examine the candidates to be sent to them.

I AM directed by the Civil Service Commissioners to acknowledge the receipt of your letter of the 8th instant relative to the situation of assistant surveyor of works, &c. under the office of works.

And, in reply, I am to acquaint you for the information of the First Commissioner of Her Majesty's Works, &c. that the Commissioners will readily undertake the conduct of the examination therein referred to in the manner proposed, and that if the names and addresses of the candidates can be communicated to them not later than the 26th instant

they will be prepared to commence the examination on Tuesday the 3rd May.

I am directed by the Civil Service Commissioners to request that you will oblige them by informing me whether they are right in understanding that it is not the wish of the First Commissioner of Works, &c. that they should make inquiries such as are instituted in ordinary cases, as to the age, health, or character of the candidates.

30th ultimo relative to the examination of candidates for the post of

making the inquiries usually instituted in ordinary cases as to the age,
health, or character of a candidate for appointment.

SIR, I AM directed by the First Commissioner of Her Majesty's Limits of age Works, &c., to acknowledge the receipt of your letter of the 2nd instant for assistant in reference to the age of candidates for the appointment of assistant surveyor of surveyor of works, &c., and I am to state, in reply, that the First Commissioner does not propose to fix any limit of age in the case of the candidates now under examination by the Civil Service Commissioners, but that limits will be determined in the event of a future examination for a similar appointment.

The Commissioners regret that they are unable to report any one of the candidates as having passed the examination successfully, each having shown himself deficient in some one or more of the qualifications specified in your letter.

Open competiADVERTING to your letter of the 17th ultimo, I am directed by tion for situa the First Commissioner of Her Majesty's Works, &c., to state that he has received applications from about 100 persons in reference to the vacant appointment of assistant surveyor of works in this department; and that he proposes that such of the applicants as may become candidates for the office should enter into a public competition to be conducted by the Civil Service Commissioners; and I am to request that you will move the Commissioners to inform him whether they can undertake the competition, and, if so, at what date.

The duties of the appointment are to design and superintend the execution of new buildings and additions to or alterations of existing buildings; and to superintend and be responsible for the repair and maintenance of buildings. The candidates require a knowledge of the strength of all building materials, their nature, and the principles and methods of applying them to building purposes, the prices of materials and the value of labour upon them. They should understand architectural drawing, and how to make working plans and specifications, to take out quantities and estimate work to be done, the measurement of work executed and abstracting and bringing it to bill in detail.

The person to be selected should not be less than thirty years of age nor more than forty, and as the First Commissioner will accept the recommendation of the Commissioners he trusts that they will fully satisfy themselves of the character and complete trustworthiness of the candidate.

ADVERTING to my letter of the 13th instant, in reference to the vacant appointment of assistant surveyor of works of this department, I am to add that the person who may be selected to fill that office will be required from time to time to make technical reports, and that his fitness for making such reports, properly composed and spelt, should be tested as a part of his examination.

HAVING laid before the Civil Service Commissioners your letter of the 13th instant, relative to the proposed competition for the vacant appointment of assistant surveyor of works, I am directed to acquaint you that the Commissioners will be prepared to undertake the conduct of the examination in the manner proposed, and that they will be able to commence it on Tuesday the 5th proximo, at 10a.m., provided the names of the candidates can be communicated to them on the preceding day. It is assumed that the First Commissioner will cause the candidates to be instructed to attend at this office at the time named.
