ordinary township expenses, or to meet any emergency expenses, the township board of any such township is hereby authorized, at any regular meeting, to vote such sum or sums as may be necessary for that purpose, not exceeding in any one year the sum of one-half of one per cent of the assessed valuation, and said township board may authorize and direct, Authority to by resolution, the supervisor and township clerk to borrow such sum as may be necessary, not exceeding one thousand dollars in any one year, for the payment of such expenses and to issue the obligations of the township therefor: Provided, however, That in townships having an assessed valuation of ten million dollars or over, the township board may authorize the supervisor and township clerk to borrow not to exceed twelve thousand five hundred dollars in any one year, as in this act provided. AN ACT making appropriations for the Michigan State Horticultural Society for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, for the purposes of promoting the horticultural interests of the State and the editing and compiling of reports, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the use of the Michigan State Horticultural Society for the fiscal year ending June thirty, nineteen hundred twenty, the sum of two thousand dollars, and for the fiscal year ending June thirty, nineteen hundred twenty-one, the sum of two thousand dollars.

SEC. 2. The moneys appropriated by this act shall be paid by the State Treasurer upon the warrant of the Auditor General. The accounts of the society shall be made upon forms of vouchers furnished by the Auditor General, shall be fully itemized, and shall show that the disbursements were for the purposes prescribed in this act. Said accounts shall be certified as correct by the president and secretary of the Michigan State Horticultural Society.

SEC. 3. The moneys hereby appropriated may be used by the officers of the Michigan State Horticultural Society for procuring lectures, employing scientists or experts to investigate the diseases and insect enemies of trees, vines, plants

or fruit, to determine and promulgate the best method of preventing or destroying said diseases and insects, or in such other manner as in the judgment of the said board will best promote the horticultural interests of the State; also in the work of collecting material, securing cuts for illustrations and in preparation of the copy of the reports of said society for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one.

SEC. 4. The Auditor General shall incorporate in the Tax clause. State tax for the year nineteen hundred nineteen, the sum of two thousand dollars, and for the year nineteen hundred twenty, the sum of two thousand dollars, which, when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated. This act is ordered to take immediate effect. Approved April 25, 1919.

AN ACT providing appropriations for the Michigan State Board for Registration of Architects for the fiscal years ending June thirty, nineteen hundred twenty, and June thirty, nineteen hundred twenty-one, for maintenance, operation and other specific purposes, and to repeal other acts or parts of acts making appropriations therefor.

Each of said amounts shall be used solely for the specific purposes herein stated. In no case shall the expenditures of said board exceed the fees collected by it.

SEC. 2. The amounts hereby appropriated shall be paid out of the State treasury, and the disbursing officer of the Michigan State Board for Registration of Architects shall render his accounts therefor, at such times and in such manner as is or may be provided by law.

SEC. 3. All fees or other moneys received by said board shall be forwarded to the State Treasurer each month and shall be by said treasurer deposited in the State treasury to be disbursed in such manner and for such purposes as may be provided by law.

SEC. 4. The Auditor General shall incorporate in the State tax for the years nineteen hundred nineteen and nineteen hundred twenty, sufficient amounts to reimburse the general fund for the appropriations hereby made. This act is ordered to take immediate effect. Approved April 25, 1919.

AN ACT making an appropriation for the Newberry State Hospital for the fiscal year ending June thirty, nineteen hundred twenty, for special purposes and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Newberry State Hospital for the fiscal year ending June thirty, nineteen hundred twenty, the sum of five thousand dollars for the purchase of boilers: Provided, That the board of trustees of the Newberry State Hospital may obtain money under this section before July one, nineteen hundred nineteen, in such amounts as they may by requisition certify to the

Auditor General are necessary for immediate use, which amounts thus advanced shall be deducted from the total amount when the appropriation becomes available.

SEC. 2. The sum appropriated by the provisions of this How paid out. act shall be paid out of the general fund of the State treasury to the treasurer of the Newberry State Hospital, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 3. The Auditor General shall incorporate in the Tax clause. State tax for the year nineteen hundred nineteen the sum of five thousand dollars, which, when collected, shall be credited to the general fund to reimburse the same for the money hereby appropriated.

AN ACT to appropriate money to defray the expenses of the legislature, for personal services of members, officers and employes, and for maintenance, operation and supplies, for the biennial period ending June thirty, nineteen hundred twenty-one.

The People of the State of Michigan enact:

SECTION 1. session, and the employment of assistants by such officers is hereby authorized; but not to exceed one hundred twentyfive dollars shall be paid for such clerical or stenographic assistance rendered in any one calendar month to the secretary of the senate, and not to exceed one hundred twenty-five dollars shall be paid for such clerical or stenographic assistance rendered in any one calendar month to the clerk of the How paid out. house of representatives.
