Sec. 5. And be it further enacted, That nothing in this act fhall be conftrued to extend to prohibit the importation or vending, reprinting or publishing within the United States, of any map, chart, book or books, written, printed, or published by any perfon not a citizen of the United States, in foreign parts or places without the jurifdiction of the United States.

Sec. 6. And be it further enatted, That Penalty for any perfon or perfons who fhall print or pubpublishing lifh any manufcript, without the confent and approbation of the author or proprietor therecontent of of, firft had and obtained as aforefaid, (if such the authors. author or proprietor be a citizen of, or refident in thefe United States) fhall be liable to fuffer and pay to the faid author or proprietor all damages occafioned by fuch injury, to be recovered by a fpecial action on the cafe founded upon this act, in any court having cognizance thereof.

Sec. 2. And be it further enacted, That the faid ftate fhall be one diftri&t, to be called North-Carolina district; and there fhall be a district court therein, to confist of one judge

who fhall refide in the diftrict, and be called a diftrict judge, and fhall hold annually four feffions; the first to commence on the first Monday in July next, and the other three sesfions progreffively on the like Monday of every third calendar month afterwards. And be it further enacted, That the Annexed to faid diftrict fhall be, and the fame is hereby annexed to the fouthern circuit: And there fhall be held annually in the faid district two circuit courts; the firft feffion of the circuit court fhall commence on the eighteenth day of June next, the fecond feffion on the eighth day of November next, and the fubfequent feffions on the like days of every June and November afterwards, except when any of the days fhall happen on a Sunday, and then the feffion fhall commence on the next day folwhere held lowing. And the feffions of the faid circuit courts fhall be held at Newbern,

Sec. 4. And be it further enacted, That there fhall be allowed to the judge of the faid diftrict, the yearly compenfation of fifteen hundred dollars, to commence from his appointment, and to be paid at the treasury of the United States in quarterly payments.

E it enacted by the Senate and Houfe of Reprefentatives of the Judicial at United States of America in Congress affembled, declared in That the act, intituled, " An act to establish R. Ifland. the judicial courts of the United States," fhall have the like force and effect within the state of Rhode-Ifland and Providence Plantations, as elsewhere within the United States..

And be it further enacted, That the faid ftate fhall be one diftrict, to be called Rhode-Ifland diftrict: and there fhall be a diftrict court therein, to confift of one judge, who fhall refide in the district, and be called a district judge, and shall hold annually four feffions; the first to commence on the first Monday in Auguft next, and the other three * feffions progreffively on the like Monday of every third calendar month afterwards. The ftated district court fhall be held alternately where held. at the towns of Newport and Providence, beginning at the firft.
