CHAPTER XII.

An Act giving Effect to the Laws of the United
States within the State of Vermont.

Section 1.

B E it enacted by the Senate and

Houfe of Reprefentatives of the United States of America, in Congress affembled, That from and after the third day of March Laws of the next, all the laws of the United States, which U. States are not locally inapplicable, ought to have, and Vermont ; fhall have, the fame force and effect within the state of Vermont, as elsewhere within the United States.

And to the end that the act, intituled, " An act to establish the judicial courts of the United States," may be duly administered within the faid state of Vermont,

Sec. 2. Be it further enacted, That the faid ftate fhall be one district, to be denominated be a district Vermont-District; and there fhall be a district and have a court therein, to confift of one judge, who court and fhall refide within the faid diftrict, and be cal- judge. led a district-judge, and fhall hold annually four feffions; the first to commence on the Number & first Monday in May next, and the three other time of feffeffions progreffively on the like Monday of every third calendar month afterwards. Sec. 5. And be it further enacted, That all the regulations, provifions, directions, authorithe inhabi- ties, penalties and other matters whatfoever, (except as herein afterwards is exprefsly provided) contained and expreffed in and by the act, intituled, "An act providing for the enumeration of the inhabitants of the United States," fhall have the fame force and effect within the said state of Vermont, as if the fame were, in relation thereto, repeated and reenacted in and by this present act.

Sec. 8. Be it further enacted, That for the due collection of the faid duties, there fhall be in the faid ftate of Vermont one diftrict; and a collector fhall be appointed, to refide at Allburgh on Lake Champlain, which fhall be the only port of entry or delivery within the Port of onfaid diftrict, of any goods, wares or merchan- try and de dize, not the growth or manufacture of the United States.

Provided nevertheless, That the exception contained in the fixty-ninth fection of the act laft above mentioned, relative to the district of Louisville, fhall be and is hereby extended to the faid port of Allburgh.

And be it further enacted, That the on chintzes duty of seven and a half per cent ad valorem, laid by the act aforefaid on chintzes, and conufactures loured calicoes, fhall be deemed and taken to extend to all printed, ftained, and coloured goods, or manufactures of cotton, or of linen, or of both, which hereafter fhall be brought into the United States from any foreign port or place.

Provided always, That nothing in this act fhall in any wife affect the true construction or meaning of the act aforefaid in relation to any of the above defcribed articles brought into the United States before the paffing of this act. An Act fixing the Time for the next annual
Meeting of Congress.

An Act repealing, after the laft Day of June next, the Duties heretofore laid upon diftilled Spirits imported from Abroad, and laying others in their Stead; and alfo upon Spirits diftilled within the United States, and for appropriating the fame.

Section 1.

E it enacted by the Senate and Houfe of Reprefentatives of the United States of America in Congress affembled, That after the last day of June next, the duties laid upon diftilled fpirits by the act, intituled, "An act making further provifion for the payment of the debts of the United States," fhall ceafe; and that upon all diftilled fpirits Duties to which fhall be imported into the United States be paid on fpirits imafter that day, from any foreign port or place, ported; there fhall be paid for their ufe the duties following; that is to fay: For every gallon of thofe fpirits more than ten per cent below proof, according to Dicas's hydrometer, twenty cents. For every gallon of those spirits under five, and not more than ten per cent below proof, according to the fame hydrometer, twenty-one cents. For every gallon of thofe fpirits of proof, and not more than five per cent be low proof, according to the fame hydrometer, twenty-two cents. For every gallon of thofe fpirits above proof, but not exceeding twenty per cent according to the fame hydrometer, twenty-five cents. For every gallon of thofe fpirits more than twenty, and not more than forty per cent above proof, according to the fame hydrometer, thirty cents. For every gallon of thofe fpirits more than forty per cent above proof, according to the fame hydrometer, forty cents.
