Sec. 34. And be it further enacted, That of decifion. the laws of the feveral ftates, except where the conftitution, treaties or ftatutes of the United States fhall otherwife require or provide, fhall be regarded as rules of decifion in trials at common law in the courts of the United States in cafes where they apply.

Sec. 35. And be it further enacted, That in nage their all the courts of the United States, the parties may plead and manage their own caufes perfonally or by the affiftance of fuch counsel or attornies at law as by the rules of the faid courts refpectively fhall be permitted to manage and conduct caufes therein. And there fhall be appointed in each diftrict a meet perfon learned in the law to act as attorney for the United States in fuch district, who fhall be fworn or affirmed to the faithful execution of his office, whofe duty it fhall be to profecute in fuch district all delinquents for crimes and offences, cognizable under the authority of the United States, and all civil actions in which the United States fhall be concerned, except

CHAPTER XXIII.

An Act making Appropriations for the Service of the prefent Year.

Section 1.

BE it enacted by the Senate and

Houfe of Reprefentatives of the Specific ap- United States of America in Congress affembled, That there be appropriated for the fervice of forexpences the present year, to be paid out of the monies which arife, either from the requifitions heretofore made upon the several states, or from the duties on impoft and tonnage, the following fums, viz. A fum not exceeding two hundred and fixteen thousand dollars for defraying the expences of the civil lift, under the late and present government; a fum not exceeding one hundred and thirty-feven thousand dollars for defraying the expences of the department of war; a fum not exceeding one hundred and ninety thousand dollars for difcharging the charge war- warrants iffued by the late board of treasury, rants of late and remaining unfatisfied; and a fum not extreafury, ceeding ninety-fix thousand dollars for paying for penfions the penfions to invalids.
