The Second Special Session of the Fifty-fifth General Assembly of the State of Illinois, begun and held at the Capitol in the city of Springfield, on the 15th day of May, in the year of Our Lord, One Thousand Nine Hundred and Twenty-eight, pursuant to proclamation of the Governor of the State, hereinafter set forth.

At 11:00 o'clock a. m., Honorable Fred E. Sterling, President of the Senate, appeared and called the Senate to order.

Prayer by ex-Senator Rev. Charles Wood, present member of the House of Representatives.

The roll of the Senate was then called, and the following answered to their names:
