HUNTINGTON LIBRARY AND ART GALLERY. Senate Constitutional Amendment 9. Adds Section 15 to Article IX of Constitution. Confirms trusts and estates created for Henry E. Huntington Library and Art Gallery by Henry E. and Arabella D. Huntington August 30, 1919, and subsequently. Authorizes such institution, or trustees 15 thereof, to receive for its benefit any real or personal property upon same trusts unless otherwise provided. Exempts from taxation all property as of July 1, 1929, held in trust for said institution and all personal property received in exchange therefor, authorizing Legislature to modify, suspend and revive such exemption.

CORPORATIONS. Senate Constitutional Amendment 24. Amends Sections 1 and 7, and repeals Sections 2, 3, 9, 11, 12 and 14 of Article XII of Constitution. Empowers Legislature by general laws to provide for formation, organization and regulation of corporations, prescribe their powers, rights, duties and liabilities, and those of 16 their officers, stockholders and members, and provide for extension of term of existence of all corporations formed for limited period, but shall not extend franchise of any quasi-public corporation nor remit forfeiture thereof. Declares present laws concerning corporations and those hereafter passed pursuant hereto may be altered or repealed.

TAXATION OF OCEAN MARINE INSURERS. Senate Constitutional Amendment 17. Adds Section 18 to Article XIII of the Constitution. Requires each ocean marine insurer pay annual State tax measured by that proportion of its underwriting profit from business in United States which its gross premiums from business in California bear to 17 its gross premiums from business in United States; exempting such insurer from all other taxes and licenses except real property taxes and those imposed because of other class of insurance written by it. Requires Legislature define "ocean marine insurance" and NO "underwriting profit," fix tax rate and provide for assessment and collection.

CHANGING MOTOR VEHICLE TAXATION. Senate Constitutional Amendment 18. Adds Section 1c to Article XIII of Constitution. Requires Legislature provide for tax on motor vehicles in lieu of personal property taxes thereon, prescribe basis and method of fixing amount thereof, and collection by state department registering such 18 vehicles; requires at least 95 per cent of fund derived therefrom be paid each year to respective counties from which such vehicles were registered, each county's share to be distributed between county and political subdivisions therein, as prescribed by law. Declares section shall not affect motor vehicle registration fees.

JUDICIARY DISQUALIFICATIONS. Assembly Constitutional Amendment

17. Amends Section 18, repeals Section 22, of Article VI of Constitution. Declares Justices of Supreme Court and District Courts of Appeal, and Judges of Superior Courts and Municipal Courts, ineligible to other office or public employment than judicial during 19 their terms; prohibits justice or judge of court of record from practicing law in or out of court while in office; declares judge of Superior Court or Municipal Court eligible to election or appointment to public office during term for which elected, but acceptance of other office constitutes resignation from office then held.

GOVERNOR'S COUNCIL. Senate Constitutional Amendment 11. Adds Section 21 to Article V of Constitution. Empowers Legislature to include in any department of executive branch of state government any office, board or commission established by Constitution and appointed by Governor, and to provide representation therefor in 20 Governor's Council, through the director of the department. Declares section not applicable to officers and boards filled, by constitutional provision, through elections by the people, and Legislature not empowered thereby to impair any jurisdiction conferred by Constitution upon such office, board or commission, except as Legislature is now or may hereafter be so authorized.

REIMBURSING COUNTIES FOR LOSSES FROM STATE TAXATION. Assembly Constitutional Amendment 21. Adds Section 17 to Article XIII of Constitution. Requires department of finance biennially report to Legislature net loss in revenue sustained during preceding biennium by each county or city and county by withdrawal from 21 local taxation of property taxed for state purposes, basing loss to city and county on loss for county purposes apart from municipal purposes; Legislature, upon approval of budget bill, to determine amount and manner of reimbursement therefor from unappropriated money in State treasury, provided said money is not thereby reduced below ten million dollars.

MUNICIPAL CHARTER AMENDMENTS. Senate Constitutional Amendment 8. Amends Section 8, Article XI, of Constitution. Requires proposed amendments to municipal charters be submitted to electors at special election called for that purpose or at any general or special election, and petitions for such submission be filed with 22 legislative body of municipality at least sixty days before election; eliminates provisions requiring such submission be only during six months next preceding a regular session of Legislature or thereafter and before final adjournment thereof, and the filing of petitions for such submission at least sixty days before general election next preceding such session.

ABSENCE OF JUDICIAL OFFICERS FROM STATE. AUTHORIZING LEGISLATURE TO CHANGE NUMBER OF SUPERIOR JUDGES. Assembly Constitutional Amendment 27. Amends Section 9, Article 'VI, of Constitution. Prohibits Legislature from granting leave of absence to any judicial officer; declares any such officer who absents 24 himself from State for more than sixty consecutive days forfeits his office, but Governor may, on terms fixed by him, extend said period. Authorizes Legislature, by two-thirds vote of each house, to increase or diminish number of Superior Court judges in any county or city and county, but any reduction shall not affect elected judge.

SUFFRAGE. Senate Constitutional Amendment 33. Amends Section 1 of
Article II of Constitution. Requires forty days residence in precinct,
instead of thirty days, as a qualification to vote; declares person
removing within forty days of election from precinct wherein regis-
tered to another precinct in same county shall for that election be
25 deemed elector of former precinct and may vote therein; author-

izes Legislature to provide, by general law, for casting of votes by
duly registered voters who expect to be absent from their respective
precincts or unable to vote therein, by reason of physical disability,
on election day.

SUNDAY CLOSING LAW. Initiative. Prohibits keeping open for business any store, barber shop, workshop, factory, or other place of business, or performing or employing labor, on Sunday; excepts necessary, charitable or recreational works, needful during day for good order, health or comfort of community, enumerating many 26 thereof but declaring enumeration not all inclusive; excepts work by member of religious society which observes weekly for rest or worship a day other than Sunday, provided he keeps place of business closed and does not work that day. Declares contracts made on Sunday and acts limiting hours of labor of females not affected.
