General provisions of the school laws which would be applicable have not been included. 2 By section 1663(1) of the Political Code of California, holders of kindergarten-primary or special kindergarten certificates are entited to teach in the first grade. Boards of trustees of normal schools in California may, in their discretion, according to section 1489 of the Code, maintain model and training schools of the kindergarten grade.
