"An Act to prevent fraud in the sale of dairy
products, their imitation or substitutes, to pro-
hibit and prevent the manufacture or sale or un-
healthful adulterated or misbranded food, liquor
or dairy products, to provide for the appoint-
ment of a State Food Commissioner and his as-
sistants, to define their powers and duties and to
repeal all Acts relating to the production, manu-
facture and sale of diary and food products and
liquors in conflict herewith," approved May 14,
1907, in force July 1, 1907; as amended by Act ap-
proved June 6, 1911, in force July 1, 1911
384 An Act to amend an Act entitled, "An Act to
authorize the organization of school districts,"

adding thereto a new section to follow the 8th

owners for claims arising on account of the
quarantine of animals because of the foot and
mouth epidemic.

tablish and maintain a system of free schools,"
approved and in force June 12, 1909, as amended
by subsequent Acts, by amending sections thirty-
four (34), thirty-five (35), thirty-eight (38),
seventy-eight (78), eighty (80), eighty-two (82),
one hundred twelve (112) and two hundred six-
teen (216) thereof.

406 An Act to make provision for the erection of a
statue of Ulysses S. Grant on the Capitol grounds,
and to make an appropriation therefor.
407 An Actrelating to insurance and permitting certain
stock corporations organized under the laws of
the State of Illinois or of any other state of the
United States or of any foreign country to en-
gage in the business of guaranteeing the fidelity
of persons holding public or private places of trust
and the performance by persons, firms and cor-
porations of contracts, bonds, recognizances and
undertakings of every kind and of becoming
surety on bonds, required by law, and on every

persons, firms and corporations, and to do a
casualty insurance business; to regulate and con-
trol such business in this State, and to repeal all
laws now existing which conflict with the pro-
visions of this Act.

408 An Act to amend an Act entitled, "An Act to pro-
vide for the formation and disbursement of a pen-
sion fund in cities, villages and incorporated
towns having a population exceeding 100, 000 in-
habitants for municipal employees appointed to
their positions under and by virtue of an Act
entitled, 'An Act to regulate the civil service of
cities,' approved and in force March 20, 1895, and
for those who were appointed prior to the passage
of said Act and who are now in the service of such
city, village or town," approved May 31, 1911, in
force July 1, 1911, by amending sections 6, 7, 8 and
9 thereof and to further amend said Act by add-|
ing thereto one additional section to be known as
section 9.
