CHAP. 47.-An ACT reducing the price of the map of Virginia.*

(Passed February 28th, 1831.)

1. Be it enacted by the general assembly, That the maps of Virginia, now on hand and constituting a part of the library fund, shall hereafter be sold at the following prices, to wit: for each large map ten dollars, and for each small map four dollars.

2. This act shall be in force from its passage.

CHAP. 48.-An ACT to provide more effectually for the establishment of a public library.t

Whereas it appears to the general assembly, that the act of the twenty-third of January, one thousand eight hundred and twentythree, authorizing the executive to make sale of five hundred copies of the statutes at large, has failed to attain its object, and that without some further provision in aid thereof, the whole cost of said statutes, together with that of Gilmer's and Randolph's reports, if not utterly unprofitable to the commonwealth, will be ineffectual to the establishment of a library, as contemplated by said act, and from which immense benefit would result to every department of the government:

2. 1. CHAP. 51.-An ACT concerning the library.*

[Passed February 28th, 1829.]

1. Be it enacted by the general assembly, That the clerk of the sale of books and executive council, who is appointed by the act, entitled, an act concerning the public library, passed February the eleventh, one thousand eight hundred and twenty-eight," public librarian, shall be, and he is hereby authorized and required, under the general supervision of the executive, to make sale of the books and maps, belonging to and constituting the library fund in the manner best calculated to ensure a speedy sale thereof, at prices not less than Price per volume. the following, to wit: Hening's statutes at large, ten dollars per set; Gilmer's reports, one dollar and fifty cents; five first volumes of Randolph's reports, seventeen dollars; journal of the convention of 1775-76, three dollars and fifty cents; journal convention of 1788, journal of the house of delegates and journals of the senate, at what they respectively cost the state.

2. Be it further enacted, That the president and directors of the literary fund be, and they are hereby authorized and required out of the uninvested capital of that fund, to lend to the library fund the sum of six thousand dollars, at an annual interest of six per cent., and the library fund, together with all additions that may be hereafter made thereto, is hereby declared to be pledged for the payment of the interest on, and redemption of the principal of said loan of six thousand dollars, as herein after provided for, that is to say; the librarian shall set apart from time to time as the proceeds of sale may be received, one half of such proceeds for the payment of the annual interest accrued on said loan, and for the final redemption of the principal thereof, and the librarian shall disburse the other half of such proceeds in the purchase of books to be added to the library.(a)

3. Be it further enacted, That the librarian be, and he is hereby authorized and required as soon as may be, after the passing of this act, to disburse the said sum of six thousand dollars, hereby authorized to be borrowed, in the purchase of books to be added to Joint library com- the library, according to lists thereof, to be furnished him by the joint mittee to furnish library committee; and if, any time hereafter there shall remain in the hands of the librarian any monies after the annual payments on account of the loan aforesaid, and the purchase of books contained. 1. 5. Be it further enacted, That the library and library fund be, and the same are hereby placed under the direction and controul of a joint committee of the two houses of the general assembly, to be annually appointed in the same manner and at the same time when the other standing committees are appointed, and whose duty it shall be to receive the reports of the librarian, examine and settle his accounts, to direct and prescribe all rules which may be necessary for the good order, preservation and police of the library, to give such directions in regard to the books and maps constituting the library fund, as to them may seem best calculated to promote the interest of the library, and report fully upon all matters touching and concerning the same, to the general assembly.

CHAP. 53-An ACT authorizing the joint library committee to direct the gradual extinction of the debt due from the library fund, and for other purposes.*

(Passed March 20th, 1832.)

1. Be it enacted by the general assembly, That the joint library committee shall be, and are hereby authorized to direct the gradual extinction of the debt due from the library fund to the literary fund, at such times and in such proportions as in their opinion the inte rests of the library, and the income of its fund will justify.

2. Be it further enacted, That the joint library committee shall be, and are hereby authorized to direct such enlargement and improvements in the library room as they may deem expedient; the work to be done under the superintendence of the librarian acSum appropriated cording to the instructions of the joint committee: Provided, howfor improvements. ever, That the expense of such improvements shall not exceed the sum of seven hundred dollars; and the auditor of public accounts shall issue his warrant therefor, upon the order of the executive, to be paid out of any money in the treasury not otherwise appropriated. 3. Be it further enacted, That the joint library committee shall be authorized to cause to be transmitted to the clerk of the court court of appeals. of appeals at Lewisburg, for the use of the judges during the sessions of that court, the statutes at large, the sessions acts since the revisal of eighteen hundred and nineteen, the Virginia reports, and such other law books whereof duplicate copies are now in the library. 4. This act shall be in force from and after the passing thereof.
