AMENDMENT No. 2.

Amend House Bill No. 61 as printed in Senate on page 3, line 58 after the word shall, by striking the words "not less than twenty days" and substituting the words "not less than thirty days" in lieu thereof.

The question then being, "Shall the bill, as amended, be ordered to a third reading and the amendments printed?" it was decided in the affirmative.

A bill for "An Act to provide for the ordinary and contingent expenses of the office of the Superintendent of Public Instruction until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly."

Which amendments are as follows:

AMENDMENT No. 1.

Amend House Bill No. 239 in the Senate by striking out the figures "3,180" in line 17, page 2, and inserting in lieu thereof the figures "3,000."

AMENDMENT No. 2.

Amend House Bill No. 239 in the Senate, line 28, page 2, by striking out the figures "20,000" and inserting in lieu thereof the figures "15,000." Concurred in by the House, June 18, 1923.

A bill for "An Act to authorize the lease of the Illinois and Michigan Canal and its right of way, or any portion thereof, between the city of Joliet in the county of Will and its connection with the Chicago River in the city of Chicago in the county of Cook, State of Illinois."

SENATE BILL No. 554.

A bill for "An Act making an appropriation to pay the Senate Elections Committee expenses of the 53rd General Assembly." Passed the House June 18, 1923.

READING BILLS FROM THE HOUSE OF REPRESENTATIVES THE SECOND TIME.

House Bill No. 803, a bill for "An Act to provide for the operation and supervision of insurance rate making bureaus publishing rates for fire and lightning, tornado, windstorm, cyclone, sprinkler leakage and motor vehicle (fire, theft, collision and property damage) insurance; to provide for the review of rates published by such bureaus for such insurance upon property in this State; to prohibit discrimination in such rates; to prohibit rebates to policy holders; to provide conditions.

under which fire insurance companies and associations may operate in this State and to provide penalties for violation thereof."

Was taken up and read at large a second time.

Mr. Dailey offered the following amendments to the bill, which were adopted:

AMENDMENT No. 1.

Amend section 6, line 2, by inserting after the word "every" the word "basis".

AMENDMENT No. 2.

Amend section 9, line 3, by striking out after the word "rates" the word "and" and insert the word "fire".

AMENDMENT No. 3.

Amend section 10, line 1, after the word "rules" by inserting the words "application of schedules".

AMENDMENT No. 4.

Amend section 10, line 2, after the word "charged" by striking out the word "for" and inserting the word "fire".

AMENDMENT No. 5.

Amend the bill by striking out all of section 16, and renumbering sections 17, 18 and 19 to be 16, 17 and 18 respectively.

Mr. Barbour offered the following amendment to the bill:

AMENDMENT No. 6.

Amend House Bill No. 803 in Senate by striking out the figure "4" in section 19, page 7 of the printed bill and inserting in lieu thereof the figure "5".

Mr. Ettelson moved that the foregoing amendment lie on the table.
Which motion was decided in the negative.

At 12:25 o'clock a. m., Mr. Kessinger moved that the Senate adjourn, and the yeas and nays being called, the motion was decided in the negative by the following vote: Yeas, 19; nays, 24. The following voted in the affirmative: Messrs.

The question then being, "Shall the amendment offered by Mr. Barbour be adopted?" it was decided in the affirmative.

Mr. Barbour offered the following amendment, which was adopted:

AMENDMENT No. 1.

Amend House Bill No. 803 in Senate after the word "Companies" in line 2, section 17, page 7 of the printed bill by striking out the period and substituting a comma therefor, and adding the following words. "nor to any Mutual Fire Insurance Companies, nor to inter-insurers or reciprocals doing the business of fire insurance."

On motion of Mr. Kessinger, the enacting clause of the bill was stricken out.

On motion of Mr. Hanson, the enacting clause of House Bill No. 804, a bill for "An Act to provide that all insurance policies shall be issued in the name of the company assuming the liability," was stricken out.

On motion of Mr. Searcy, the enacting clause of House Bill No. 805, a bill for "An Act providing for a standard form of fire insurance policy," was stricken out.

At 12:40 o'clock a. m., Mr. Barbour moved that the Senate adjourn, which motion was decided in the negative.

House Bill No. 277, a bill for "An Act establishing a State insurance fund for the payment of compensation under the Workmen's Compensation Act."

Was taken up and read at large a second time, together with the following amendments thereto (which have been printed), reported from the Committee on Insurance on June 15, 1923:*

AMENDMENT No. 1.

Amend printed House Bill No. 277 in Senate on page 5, after section 17 by adding the following section:

"Sec. 17a. There is appropriated to the Industrial Commission the sum of $10,000.00 for the biennium ending June 30, 1925, for the carrying out of the provisions of this Act. This appropriation is subject to the provisions of 'An Act in relation to State finance,' approved June 10, 1919, as amended."

AMENDMENT No. 2.

Amend House Bill No. 277, in the Senate, by adding at the end of section 3, the following:

"Said fund shall pay into the State treasury annually an amount equal to that which would be required to be paid by a private insurance company in taxes and fees to the State of Illinois."

On motion of Mr. Telford, Committee Amendment No. 1 was ordered to lie on the table.

Pending further consideration of the bill, at 12:45 o'clock a. m.. on motion of Mr. Mills, the Senate adjourned.

The President of the Senate announced that he had examined the Journal of Monday, June 18, 1923, and found no corrections to make, and unless some Senator had corrections to offer, the Journal would stand approved. No corrections being offered the Journal was ordered to stand approved.

The President announced as the committee on the part of the Senate provided for by Senate Joint Resolution No. 30: Senators Mills, Essington and Kessinger.
