Mr. Sneed offered the following amendment to the bill:

AMENDMENT No. 5.

Amend printed Senate Bill No. 3 by adding to section 1, in line 9, after the word "necessary," the following words:

"The Attorney General shall submit to the Governor of the State every thirty days after this Act goes into effect an itemized statement of the amounts expended from this appropriation, to whom paid and for what purpose expended."

On motion of Mr. Buck, the foregoing amendment was laid on the table.

And the question being, "Shall the bill be transcribed, typed and printed for a third reading?" it was decided in the affirmative.

The President of the Senate announced that he had examined the Journals of Wednesday, January 24, 1923 and of Thursday, January 25, 1923, and found no corrections to offer; and unless some Senator had corrections to offer, the Journals would stand approved. No corrections being offered, the Journals were ordered to stand approved.

Mr. President-The Governor directs me to lay before the Senate the following communication:

STATE OF ILLINOIS, EXECUTIVE DEPARTMENT. SPRINGFIELD, January 30, 1923.

To the Members of the Fifty-third General Assembly:

In compliance with the provisions of an Act approved on March 7, 1917, otherwise known as the Civil Administrative Code of Illinois, I transmit for the consideration of the General Assembly the third State budget.

This budget embraces the sums which I recommend to be appropriated for the respective State departments, offices, and institutions, and for other public purposes for use during the two fiscal years beginning July 1, 1923, and ending on June 30, 1925. It includes also the estimated revenues from taxation, the estimated revenues from sources other than taxation, and an estimate of the amount required to be raised by taxation.

As required by law, I have included in the budget the estimates of receipts and expenditures of the elective officers in the executive and judicial departments and of the University of Illinois.
