This bill, expressing an emergency in the body of the Act, rendering it necessary that it should go into effect immediately, and having received the votes of two-thirds of the members elected, was declared passed.

Ordered that the title be as aforesaid, and that the Secretary inform the House of Representatives thereof.

On motion of Mr. Dailey, House Bill No. 188, for "An Act to authorize judges of courts of record to appoint jury commissioners and prescribing their powers and duties, and to repeal an Act entitled, 'An Act to amend an Act entitled, 'An Act to authorize judges of courts of record to appoint jury commissioners and prescribing their powers and duties,' approved June 9, 1897, in force July 1, 1897.5"

READING BILLS FROM THE HOUSE OF REPRESENTATIVES THE

SECOND TIME.

House Bill No. 44, a bill for "An Act to provide for the ordinary and contingent expenses of the office of the Attorney General until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly."

Was taken up and read at large a second time, together with the following amendments thereto (which have been printed), reported from the Committee on Appropriations April 11, 1923:

AMENDMENT No. 1.

Amend House Bill No. 44 in the Senate, in section one, on page 3, in line 44 thereof in the printed bill, by adding after the word "corporations" in said line 44 the words "not including the costs of publication", and by substituting "$30,000" in lieu of "$70,000" in the end of said line 44.

AMENDMENT No. 2.

In section 1, on page 1, in line 2 thereof in the printed bill, by striking out the figures "1,037,240.00" and by inserting in lieu thereof the figures "997,240.00" after the "$" mark in said line 2.

The question being, "Shall the report of, and the amendments reported from, said committee be adopted?" it was decided in in the affirmative.

The question then being, "Shall the bill be ordered to a third reading and the amendments printed ?" it was decided in the affirmative.

House Bill No. 148, a bill for "An Act to amend section 2 of 'An Act to provide for the fees of certain officers therein named in counties of the third class, to-wit: Sheriff, recorder and county clerk,' approved May 16, 1905, as amended."

Was taken up and read at large a second time, and the question being, "Shall the bill be ordered to a third reading?" it was decided in the affirmative.

On motion of Mr. Bailey, House Bill No. 227, a bill for "An Act to amend sections 12 and 13 of 'An Act to regulate the pursuit of the business, art and avocation of a barber, and to insure the better qualifications of persons following such business in the State of Illinois,' approved June 10, 1909."

Was taken from the order of second reading and recommitted to the Committee on Judiciary.

House Bill No. 237, a bill for "An Act to provide for the ordinary and contingent expenses of the office of the Governor until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly."

Was taken up and read at large a second time, and the question being, "Shall the bill be ordered to a third reading?" it was decided in the affirmative.

On motion of Mr. Dunlap, bills of the following title were ordered to lie on the table:

Senate met pursuant to adjournment.

Hon. Fred E. Sterling, Lieutenant Governor and President of the Senate, presiding.

In the absence of the Chaplain, Prayer was offered by Senator Wood.

The President of the Senate announced that he had examined the Journal of Wednesday, April 18th, 1923, and found no corrections to make, and unless some Senator had corrections to offer, the Journal would stand approved. No corrections being offered the Journal was ordered to stand approved.

Senate Bill No. 169, a bill for "An Act to provide for wash rooms in certain employments to protect the health of employees and secure. public comfort."

Was taken up and read at large a first time, together with amendment thereto, from the Committee on Mines and Mining, and ordered to a second reading.

Senate Bill No. 275, a bill for "An Act to amend sections 3, 4 and 8 of 'An Act in relation to vocational rehabilitation of persons injured in industry or otherwise,' approved June 28, 1921, and to add thereto section 112."

Was taken up and read at large a first time, and ordered to a second reading.

Senate Bill No. 276, a bill for "An Act to amend sections 2, 4 and 5 of 'An Act in relation to vocational education,' approved March 6, 1919."
