By Mr. Essington, Senate Bill No. 400, a bill for "An Act to amend section 105 of an Act entitled, 'An Act in relation to corporations for pecuniary profit,' approved June 28, 1919, and in force July 1, 1919, and to repeal a certain Act herein mentioned."

By unanimous consent, on motion of Mr. Essington, the bill was taken up and read at large a first time and ordered printed without any reference to a committee.

A bill for "An Act to amend section 5 of 'An Act to provide for the holding of primary elections by political parties, for the nomination of members of the General Assembly and the election of senatorial committeemen,' approved March 9, 1910, as amended."

A bill for "An Act to amend section 9 of 'An Act to revise the law in relation to recorders,' approved March 9, 1874, as amended."

HOUSE BILL No. 286.

A bill for "An Act to add section 11⁄2 to 'An Act to provide for the formation and disbursement of a pension fund in cities, villages and incorporated towns having a population exceeding 100,000 inhabitants for municipal employees appointed to their positions under and by virtue of an Act entitled, 'An Act to regulate the civil service of cities,' approved and in force March 20, 1895, and for those who were appointed prior to the passage of said Act and who are now in the service of such city, village or town,' approved May 31, 1911, as amended, and to amend the title thereof."

HOUSE BILL No. 478.

A bill for "An Act to amend sections 3 and 4 and the title of 'An Act to confer certain additional powers upon city councils in cities and presidents and boards of trustees in villages and incorporated towns concerning buildings and structures, the intensity of use of lot areas, the classification of trades, industries, buildings and structures, with respect to location and regulation, the creation of districts of different classes and the establishment of regulations and restrictions applicable thereto,' approved June 28, 1921, and to add section 41⁄2 thereto."

A bill for "An Act making an appropriation to the Secretary of State for alterations and additions to the State Capitol power plant. Passed the House April 19, 1923, by a two-thirds vote.

SPECIAL ORDER.

The President of the Senate announced as the special order for this hour the consideration of Senate Bill No. 28, a bill for "An Act to amend sections 84a, 84b, 84c, 84d, 84c, 84f and 84g of 'An Act to establish and maintain a system of free schools,' approved and in force June 12, 1909, as amended, and to add sections 84h and 84i thereto." Which was read at large a second time April 19, 1923, and the committee amendments Nos. 1, 2, 3 and 4 were adopted at that time.

The pending question being, "Shall the substitute amendments offered by Mr. Dunlap to committee amendments Nos. 5 and 6 be adopted?" after debate, and on motion of Mr. Dailey, the main question was ordered.

The question then being, "Shall the amendments be adopted as offered by Mr. Dunlap ?" and the yeas and nays being called, it was decided in the affirmative by the following vote: Yeas, 26; nays, 9; answering present but not voting, 3.

Senate Bill No. 206, a bill for "An Act to amend section 11 of Article II of 'An Act to revise the law in relation to the conservation of game, wild animals, wild fowls, birds, fish, mussels, frogs and turtles in the State of Illinois and to repeal all Acts in conflict therewith,' approved June 24, 1919."

Having been printed, was taken up and read at large a second time. And the question then being, "Shall the bill be transcribed, typed and printed for a third reading?" it was decided in the affirmative. Senate Bill No. 88, a bill for "An Act making an appropriation. to the 'Vocational Rehabilitation Fund.?
