AMENDMENT TO PRINTED SENATE BILL No. 376 AS AMENDED MAY 9 AND 10.

AMENDMENT No. 1.

Amend printed Senate Bill No. 376 as amended May 9 and 10 on page 4 in section 3 by striking out all of lines 29 to 34, both inclusive, and inserting in lieu thereof the following:

"However the issuance of bonds in any one year shall be limited in the following manner: Between the tenth day of January and the first day of March in each year the Governor, Secretary of State and the State Treasurer shall determine the amount needed during that calendar year for the payment first of the principal of and interest on the bonded indebtedness incurred under the provisions of "An Act in relation to the construction by the State of Illinois of a State-wide system of durable hard-surfaced roads upon public highways of the State and the provision of means for the payment of the cost thereof by an issue of bonds of the State of Illinois," approved June 22, 1917, and second, of the principal of and interest on bonded indebtedness incurred under the provisions of this Act. They shall then determine the amount reasonably to be expected to be received into the Road Fund during such year and if in their judgment the balance after deducting the amount necessary to pay the principal of and interest on the bonded indebtedness in the order above specified and also such an amount as is in their discretion necessary for maintenance of roads, is adequate to complete the building of 700 miles or more of the roads provided for in this Act, no bonds shall be sold or issued during such calendar year. If in their judgment such balance is insufficient to complete the building of 700 miles of such road then bonds may be issued and sold but only such an amount of bonds as will in their judgment provide a sum which together with such balance will be sufficient to complete not more than 700 miles of such roads. A certificate of their determination shall be filed in the office of the Secretary of State."

On motion of Mr. Wright, House Bill No. 672, for "An Act making an additional appropriation to the Department of Public Health.” Having been printed as received from the House of Representatives was taken up and read at large a third time.

And the question being, "Shall this bill pass ?" it was decided in the affirmative by the following vote: Yeas, 38; nays, none.
